The State of Paraná moves towards the implementation of the public lottery service (Lottopar) after the regulation of sports betting.

At this moment, the process of accreditation of the first companies that will be able to operate fixed-quota bets in the State is in progress.

Lottopar, the body responsible for accrediting, supervising and inspecting the companies that will explore this modality in Paraná, is conducting the technical evaluation and approval process.

The accreditation of the eight companies in the process is in its final phase, and they must present an operational plan, prove the operational capacity of the system certified by an international independent entity, integrate with the Management and Means of Payment platform contracted by Paraná and provide guarantees of execution of the contract and payment of the grant.

Only companies that participated in the public notice will be able to operate in Paraná.

State will raise BRL 40 million with operator accreditations

The concession for operating fixed quota bets will provide the State with an initial fixed grant of BRL 5 million per operator, which, with the approval of the eight accredited companies, will represent a collection of BRL 40 million in fixed grant.

In addition, each company must present a contractual guarantee in the amount of R$ 5.8 million in the first year of the contract.

Lottopar’s CEO, Daniel Romanowski, said: “It is important to emphasize that 5% of the operator’s gross revenue will be allocated monthly to social contributions, as provided for in the law that created Lottopar”.

“This means that the fixed-odds betting modality regulated by Lottopar will contribute significantly to the development of projects and initiatives that benefit the people of Paraná who need it most”, added Romanowski.

Accreditation brings security to the State, to lottery operators and, above all, to gamblers in Paraná.

Lottopar will bring fundamental collections to the State of Paraná.

The solid model built by Paraná guarantees transparency and control of processes, in addition to having a management platform and means of payments that provide an overview of bets in the State and curb illegal practices, as explained by the CEO.

Even before the start of operations of the lottery service in the State, Lottopar has already adopted several measures to guarantee the suitability of lottery operations.

In a meeting with the Nucleus for Combating Cybercrimes, strategies were discussed for carrying out joint actions with police agencies, with a view to curbing illegal activities, money laundering and the activities of illegal operators.

Lottopar partners with bodies to promote responsible gaming

In addition, Lottopar established protocols in partnership with the Financial Activities Control Council (COAF) and the Economic Monitoring Secretariat of the Ministry of Finance (SEAE) to prevent crimes such as money laundering and improve communication between institutions.

The State of Paraná, therefore, is treading a solid and responsible path in guaranteeing the implementation of the public lottery service, aiming at the benefit of society and the fight against illegal practices, in a scenario that promises to be marked by diversity and complexity in the area of sports betting and fixed odds.
