Lottopar takes another step towards the regulation of sports betting

Recently, the Government of Paraná enacted Decree number 2,434/2023 to regulate fixed-quota betting in the Lottery of the State of Paraná (Lottopar). According to the decree, Lottopar will be responsible for accrediting, managing and supervising companies registered to explore this type of betting in the state.

Lottopar will be linked to the Secretariat for Administration and Social Security and will have the authority to apply sanctions and penalties to operators that do not follow the legal norms established in the decree. Registered companies must provide all the information necessary to understand the game system used.

|Operators will be obliged to demand a reliable registration from users and prohibit the transfer of balances between different bettors. The decree also stipulates that operators must comply with the provisions of the General Data Protection Law.

Fixed odds betting on sporting events involves the player’s guess at the results. At the time of the bet, the player knows the amount he could win if he hits the prediction, based on the odds for each match.

Public notice for Lottopar

The public notice for the accreditation of lottery operators responsible for operating the bets is now open. Operators must be fully integrated into the management platform and payment methods mentioned in the public notice, ensuring the transparency of the process. Accredited companies will be responsible for paying prizes to players and collecting the amounts to be passed on to the Paraná State Lottery.

According to the provisions of the notice, operators must contribute 5% in social contributions, in addition to 1% on the operator’s gross revenue. This percentage corresponds to approximately 6% of the companies’ gross profit. The funds raised will be used for social actions in the areas of public safety and housing in the State. The announcement also states that only consortia and companies that meet the minimum technical requirements can participate.

In addition, companies must have a net worth or share capital of more than R$ 2 million. Businesses are also required to invest an initial fixed grant of R$ 5 million to explore the activity for five years, an amount that will revert to the Government of the State of Paraná.

Lottopar intends to establish reporting channels to facilitate the communication and receipt of information about possible irregularities. In addition, it plans to carry out advertising campaigns and create informative materials to clarify the rules and operation of betting for the population.
