The allocation of 1% of revenue from three special Caixa lottery draws for Long-Term Institutions for the Elderly (Ilpis) was approved by the Committee for the Defense of the Rights of Elderly Persons of the Chamber of Deputies.

Bill 4340/23, authored by deputy Miguel Lombardi (PL-SP), includes, among other lotteries, the Mega da Virada and provides for the money to be fully invested in:

  • Infection prevention and control actions
  • Purchase of basic supplies and equipment for the safety and hygiene of residents and staff
  • Purchase of medicines
  • Adequacy of spaces for isolation of suspected and mild cases of serious illnesses within the ILPIs

Lotteries can help with the creation of the Ilpis Support Program

Mega da Virada, in 2023, raised more than R$2.4 billion and paid a record prize of R$589 million.

Deputy Geraldo Resende (PSDB-MS), project rapporteur, highlighted that lotteries are reliable sources of resources and could represent a true revolution in ILPIs.

ILPIs, whether governmental or not, aim to provide housing and conditions that promote the freedom, dignity and citizenship of the elderly. In this way, the project also creates the National Support Program for institutions of this nature.

Furthermore, the project foresees the allocation of lottery resources to institutions, even those with tax debts to the Union. They will also not need to have the Certification of Social Assistance Charitable Entities (Cebas).

Therefore, the project now goes to the Finance and Taxation and Constitution and Justice and Citizenship committees for analysis, conclusively.

Therefore, Long-Term Care Institutions for the Elderly play a crucial role in ensuring housing, adequate care and quality of life for the elderly. In this way, financial support from lotteries can strengthen these institutions and provide a safer and more welcoming environment for the elderly.
