The betting regulation was approved by the Chamber of Deputies and now goes to face-to-face sanction. The proposal also includes taxation of the sport in the Brazilian market, as well as casino games and online bingos.

According to the Ministry of Finance, the annual revenue forecast is around R$12 billion.

Globo published a piece of news addressing a relevant issue: will those who are bettors start paying taxes? Indeed, yes!

This is because the regulation imposes a 12% tax on the income of online bookmakers and 15% on the prize for individuals.

However, prizes of up to R$2,100 will be exempt. Anyone who receives less than this amount will not need to pay tax.

In other words, the player will not pay tax if he bets and loses, but he will have to leave 15% of the prize in the form of taxes if he exceeds the Income Tax exemption range.

The indices were established by the Senate and accepted by the rapporteur in the Chamber, deputy Adolfo Viana (PSDB-BA).

Furthermore, bookmakers intending to operate in Brazil will need to pay a grant of R$30 million, which will be valid for five years.

Distribution of collection amounts

Therefore, revenue from betting sites will be distributed as follows:

  • 10% for the education area;
  • 13.60% for the area of ​​public security;
  • 36% to the area of ​​sport, with 7.30% to entities of the National Sport System, 22.20% to the Ministry of Sport, 0.70% to the sport secretariats, or equivalent bodies, of the States and the Federal District, and the remainder to sports confederations;
  • 10% for social security;
  • 28% to the tourism area, with 22.40% to the Ministry of Tourism;
  • 1% to the Ministry of Health, for measures to prevent, control and mitigate social harm arising from gaming;
  • 0.50% divided between civil society entities;
  • 0.50% to the Federal Police Fund;
  • 0.40% to the Brazilian Industrial Development Agency.

Betting regulations impose restrictions

Betting regulations impose some restrictions, as well as for minors and people linked to sports clubs.

According to the proposal approved by the Chamber, the following will be forbidden to play, among others:

  • Under 18 years old;
  • People diagnosed with gambling disorders;
  • People with influence over sporting events or the gaming platform;
  • Sports directors, coaches, referees, agents and athletes.
