Lottopar announced the opening of Notice 01/2024 – Passive and Prognosis Lottery Modalities.
This notice offers the chance for legal entities to qualify and compete for the concession of operating the lottery modalities of numerical predictions, passive, sports predictions and specific prediction, both in physical and virtual environments.
The value of the fixed grant is R$12.5 million, granting the right to explore for an initial period of ten years, with the possibility of renewal for another decade.
In the first stage, interested parties must provide the required documentation, which will be analyzed by the Lottopar Special Accreditation Committee, with the support of B3 S.A. – Brasil, Bolsa, Balcão.
Subsequently, qualified companies will be able to sign the accreditation term, as long as they demonstrate operational capacity and present guarantees of contractual execution. Furthermore, the grant payment is fixed.
It is noteworthy that, regardless of the number of modalities explored, the value of the grant remains the same. B3 also plays a crucial role, providing support in the document analysis conducted by Lottopar’s Special Accreditation Committee.
The signing of the contract and issuance of the service order are scheduled to take place at the headquarters of the Stock Exchange, in São Paulo, scheduled for the month of June.
Daniel Romanowski, CEO of Lottopar, emphasized the importance of attracting companies committed to high standards of quality and safety in the lottery service.
“Continuing our planning, after launching the instant and fixed quota modalities, we are now launching forecasts and passive.
We want to attract serious and reputable companies with guarantees that they will provide a service lottery with the highest quality and safety standards. The requirements of the Notice are based on market studies and current federal and state legislation”.

Lottery Modalities in Focus
The Notice includes four lottery modalities, of which interested companies must explore two: Numerical Prognosis and Passive Type.
The other two modalities can be explored according to the decision of the granting company.
- Numerical Prognosis: In this modality, bettors try to predict the numbers drawn in a given contest.
- Passive Type: Here, bettors purchase already numbered tickets, in physical or virtual format.
- Specific Prognosis: Participants indicate numbers from a set of predictions on whole numbers, together with symbols or names of sporting entities, present on printed or virtual cards.
- Sports Prognosis: This modality consists of trying to predict the outcome of sporting events.
Lottopar and security
As with other lottery modalities, such as fixed-odd and instant bets, companies interested in operating in Paraná in these modalities must connect to Lottopar’s Management and Payment Methods Platform.
