Lottopar begins a new chapter in the Paraná lottery market with the launch of Notice nº 003/2023 for the concession of the instant lottery.
B3, the São Paulo Stock Exchange, will monitor the entire process, from accreditation to the signing of the contract, at B3’s headquarters in São Paulo.
“In another important stage for the lottery market in Paraná and following the guidelines of Governor Ratinho Junior to carry out processes with total transparency”, said Daniel Romanowski, CEO of Lottopar.
“We are carrying out this accreditation process through the exchange, B3, which is one of the most renowned and well-known stock exchanges in the world.
We want to attract serious and reliable companies in the lottery segment, to offer the best service to the people of Paraná and also an opportunity to generate investment and jobs in Paraná”, added Romanowski.
Partnership between Lottopar and B3
In an effort to enrich the state’s entertainment options and generate revenue for social initiatives, the notice seeks qualified companies to explore the instant lottery modality, known as “scratch card“.
Published on the official website, the document will remain available during its validity.
Therefore, accreditation will take place in two stages:
- Qualification of proponents,
- Verification of compliance with concession requirements.
B3 will provide support to Lottopar’s special accreditation committee in document analysis. The contract signing will take place at B3’s headquarters, in São Paulo.
Lottopar’s CEO highlights the importance of the process, in line with Governor Ratinho Junior’s guidelines.
Thus, the objective is to attract reputable companies in the lottery sector to offer quality services to the people of Paraná, generating investment and employment opportunities in the state.
Furthermore, the notice establishes a contracting period of ten years, extendable for an equal period.
The maximum limit is twenty years, in accordance with Federal Law No. 8,987/1995, article 27-A, §6.
Highlights of the Notice:
- Instant State Lottery: Known as a “scratch card”, it provides immediate results to bettors, and the tickets can be physical and/or virtual, according to the notice.
- Fixed Grant: Those interested in operating in Paraná must pay a fixed grant of R$15,000,000.00.
- Security: Companies that wish to operate the instant lottery in Paraná must connect to Lottopar’s Management and Payment Methods Platform, ensuring monitoring and fraud prevention.
- Stock Exchange: The former Bovespa, now B3, actively participates in the process, supervising each stage of the concession.
