Public hearing debates the regulation of sports betting

Yesterday, April 12, the Finance and Taxation Commission of the Chamber of Deputies convened a public hearing to discuss the regulation of sports betting proposed by the Federal Government.

Among the participants were important names for the betting sector, such as: José Francisco Manssur, Special Advisor to the Executive Secretariat of the Ministry of Finance, Wesley Cardia, CEO of the National Association of Games and Lotteries (ANJL), André Gelfi, President of the Brazilian Institute of Responsible Gaming (IBJR), Marcio Malta, CEO of Sorte Online, and Roberto Carvalho Brasil Fernandes, Member of the Gaming Commission of the Brazilian Bar Association (OAB).

The subject generated discussion among the deputies and several topics were addressed during the debate, such as:

  • The fact that sports betting is already provided for in Law 13756 of 2018 and has been seeking regulation since then;
  • the importance of taxing fairly, without making activities in the country unfeasible;
  • the exponential growth of the sector;
  • the lack of tax collection by the Federal Government in relation to sports betting.

In addition, there was a comparison with regulated countries, such as the United Kingdom, which currently receives a 15% levy on the company’s net income after prize payments – as well as a 30% tax on bettors’ profits.

Industry companies support the measure

The National Association of Games and Lotteries and the Brazilian Institute of Responsible Gaming said that internet portals that place sports bets from bases abroad are in favor of the regulation.

During the discussion, parliamentarians Thiago de Joaldo (PP-SE), Bacelar (PV-BA), Newton Cardoso Jr. (MDB-MG) and Vermelho (PL-PR) recalled that a proposal to legalize all gambling in Brazil has already been approved by the Chamber. Now, Bill 442/91 is being analyzed by the Senate, where it is being processed as PL 2234/22.

In addition to representatives from other business entities in the lottery sector and the players themselves, the hearing at the Finance and Taxation Commission, chaired by deputy Paulo Guedes (PT-MG), was attended by deputies Luiz Lima (PL-RJ), Merlong Solano (PT-PI) and Wellington Roberto (PL-PB).
