Romênia aprova novas taxas de licença de jogos de azar

Parliament approved emergency decrees on regulations for gambling license fees presented by the Romanian Ministry of Finance.

The ordinance includes a sharp increase in license fees for all sectors, as well as new rules on advertising.

Licensees will now be required to be domiciled in Romania and will have to submit tax contributions to the national gaming regulator, the ONJN, within five working days of the month following the charge.

There will be a ban on unsolicited online gaming advertisements, the promotion of incentives such as bonuses and promotions, and the sale of alcoholic beverages at physical gambling venues other than casinos.

Meanwhile, a central player will allow the ONJN to monitor play between licensed operators.

Changes to gaming license fees in the country

The gaming license fees have been changed from the ministry’s original proposals as follows:

  • Online gaming: $527,000
  • Lottery: US$210,000
  • Multiple Bets: $68,000
  • Fixed odds bets: $210,000
  • Counter bets: $158,000
  • Casino: US$4,218 per table
  • Poker clubs: $26,300,000 per club
  • Slot machines: $158,000
  • Bingo at physical locations: US$5,270
  • TV Bingo: $527,000
  • Slot machines: $105 per machine, increasing to $316 in 2024 and $527 in 2025.

The national gaming regulator, the ONJN, has been informed that from January 2025, all licensees must set aside at least €1 million for licensing matters, regardless of their income or sector.

Around 70% of tax contributions for gambling will go to the state budget, while 30% will finance responsible gambling initiatives.

The body plans to monitor game organizers regarding the obligation to interconnect all protocol devices in accordance with the legislation in force in the country.
