The Ministry of Treasury has opened a public consultation to discuss the rules that may be required of companies that provide services to sports betting and online gaming operators in Brazil.
The Prizes and Betting Secretariat (SPA) is leading the initiative and aims to establish minimum criteria for the formal recognition of these suppliers in the regulated market, in another step towards structuring the sector in the country.
How does the Ministry of Treasury intend to recognize betting providers?
The agency opened the public consultation last Wednesday (4) and will receive contributions until March 23. The government wants to receive suggestions from associations, operators, suppliers and experts to improve the regulatory proposal before the final rule is issued.
Daniele Correa Cardoso, Secretary of Prizes and Betting, stated: “The government’s intention is to establish minimum technical parameters for the operation of these agents, increasing the responsiveness of market participants and strengthening actions to prevent illegality.”
The text under discussion stipulates that the recognition of operational capacity should extend to different types of service providers within the fixed-odds betting ecosystem.
This proposal includes companies responsible for betting systems and platforms, online game developers, and live game studios. Additionally, it covers providers of risk identification and classification services, as well as suppliers of data used in operations.

What changes in the regulated betting market in Brazil?
Before regulation, the betting market operated mostly with companies based abroad, without requiring formal authorization in Brazil and with low government oversight capacity.
In the regulated model, operators need to:
- Obtain federal authorization;
- To meet technical and financial requirements;
- Follow anti-money laundering rules;
- To guarantee consumer protection and responsible gambling practices.
The previous market had little standardization; in that scenario, platforms applied different rules. At the same time, there was a lack of clear requirements for technology, data, and systems providers that support operations.
With the new regulation, the government is now including suppliers and service providers in the scope of the requirements. In this way, it seeks greater control over the entire sector’s supply chain, and not just over sportsbooks.
The change aims to increase revenue and legal certainty, reducing the activity of irregular companies and creating a more predictable environment for operators, investors, and users.
According to SPA Secretary Daniele Correa Cardoso, the measure aims to align regulations with the operational reality of the market. Furthermore, it seeks to strengthen mechanisms to protect users.
Finally, the measure also aims to increase regulatory security in the sector, which is undergoing a consolidation process following the regulation of online betting in the country.

The public consultation is part of SPA’s regulatory agenda for the 2025-2026 biennium and forms part of the set of rules being developed to organize the operation of the betting market in Brazil.
