Balneário Camboriú develops its own municipal lottery

The municipal administration of Balneário Camboriú plans to establish a local public lottery. Consequently, the funds obtained through bets, after deduction of the prizes distributed, will feed specific municipal funds.

These funds finance initiatives related to public transport, urban mobility, the fight against drugs, the protection of people with disabilities and regional development. Each of the four funds involved will receive 25% of the amounts raised.

After the creation of the municipal lottery, the city government of Balneário Camboriú will grant the service to the private sector. Therefore, the project authorizes the operation of any lottery modality established by federal legislation. It also allows the sale of advertising space.

The operational aspects of the service still require specific regulation. This includes betting methods, ticket values, prizes and game names. The Treasury Department will be responsible for implementing the lottery.


The municipal administration sees the measure as an opportunity to diversify revenue sources. This decision is based on a recent ruling by the Federal Supreme Court (STF). The court recognized that states and municipalities have the authority to establish and operate public lotteries.

Award Winning Program

At the same time, the city government will send another bill to the Chamber, creating the “BC Nota Premiada Program”. The goal is to encourage the population to request receipts when making purchases. The proposal establishes prize draws and cash prizes for consumers who buy from local establishments.

The operation of the initiative will be regulated within 90 days. During this period, the rules for participation will be created. In Santa Catarina, similar programs are already operating in Florianópolis and Chapecó.

Rio Grande do Sul city approves lottery service

Recently, another municipality in southern Brazil, Rio Grande do Sul, the city of Canoas, approved similar legislation. Consequently, both cities follow a national trend of diversifying public revenues.

The Canoas City Council approved Bill No. 12/2025 by 16 votes in favor and 5 against. Therefore, “Canoas Loto” will allocate resources exclusively to Public Health Actions and Services.

The project responds to the drop in state and federal funding. In addition, it avoids municipal tax increases. Exploration will occur directly by the municipality or through a public-private partnership.

Similarly to Balneário Camboriú, Canoas will be able to operate passive lotteries, numerical forecasts, sports, instant and fixed-odds bets. Operating companies will assume responsibilities such as prize payments and accounting.

Finally, winners will have 90 days to claim their prizes. Any unclaimed amounts will automatically revert to the municipal health department. Finally, the Executive Branch will regulate the operation, accreditation and management of the collection. Canoas plans to begin operations this year.
