The Paraná State Lottery (Lottopar) has received international recognition for the responsible practices it has adopted in relation to games. This week, the agency received level II certification from the World Lottery Association (WLA). The license is granted to institutions that apply effective measures to protect players and prevent illegal or harmful practices.
Paraná is the first state to receive this recognition. In addition to Lottopar, only the Caixa Econômica federal lottery has this level of certification. In practice, this means that the Paraná state government adopts policies that prioritize consumer protection, prevention of excessive gambling, and transparency in its operations.
According to the president of Lottopar, Daniel Romanowski, the certification is a recognition of the seriousness with which Paraná treats the lottery sector.
“This is a historic step for Lottopar, which has always been committed to a lottery model that respects people, that understands gambling as entertainment and as an activity that should be at the service of the public good. Being the first state lottery to reach level 2 of the WLA fills us with pride and reinforces our responsibility,” he said.
Good practices adopted by Lottopar
To obtain WLA certification, a lottery must meet a series of requirements. In the case of Level II achieved by Lottopar, in addition to the institutional commitment to responsible gaming, the agency had to adopt mechanisms to raise awareness among its target audience.
Furthermore, establish clear strategies to prevent illegal or harmful practices and provide ongoing training for its own teams and entities regulated by it.
The most recent example of this effort was the publication of an ordinance in early May. In it, the institution expanded the control and governance rules for all lottery modalities operated in the state. As a result, all concessionaires must carry out internal risk assessments, in addition to training employees and informing the Financial Activities Control Council (Coaf) of any suspicious transactions.
At the end of 2024, Lottopar promoted a broad educational campaign about betting. Broadcast on radio, digital media, bus screens and terminals, the advertisements guided the population about the entertainment nature of games. In this case, how they should not be seen as an investment or source of income. Also, how each player should recognize their limits and know when to stop.
On the other hand, in its partnership with the Paraná Football Federation (FPF), the state authority also signed a cooperation agreement to develop actions. Thus, ensuring safe and responsible gaming in the scope of sports betting.
The work includes training, lectures and other activities aimed at FPF members, the Arbitration Committee and the public on codes of conduct, prevention of match-fixing and the risks associated with illegal betting practices.
Also in 2024, Lottopar had already become the first lottery company in Latin America to develop a self-exclusion tool, upon request from bettors themselves, on the websites of operators licensed by the authority.
Lottopar expects to continue advancing towards Level III of the WLA certification, further expanding player support programs, educational communication and integration with public health and social assistance policies.
