The rapporteur of the bill that provides for the regulation and taxation of sports betting, federal deputy Adolfo Viana (PSDB-BA), wants to present the text by Wednesday, 6th, but is still articulating changes with party leaders.
Among them, the fee to be charged from companies should be reduced. Companies in the sector ask for a value between 8% and 10%. The government wants 18%. According to O Globo, Viana is studying a compromise.
The proposal’s rapporteur in the Chamber of Deputies analyzes inserting a progressive rate, starting with a lower value in the first years and being reassessed by the government, in a period to be determined.
“The government’s Provisional Measure is a starting point, but we need to listen to the sector. The aim is to formalize 100% of the sites in operation in Brazil. We need to find a final wording that makes it possible to regulate everyone. The sector asks for a decrease in the rate. Let’s talk to try to reach a number that is possible. If we tax too much, informality will prevail,” he told GLOBO.
Taxation of sports betting may have a progressive rate
The PM edited by the Minister of Finance, Fernando Haddad, proposes a tax on sports betting of 18% on the gross revenue of companies for each event.
The PM for sports betting should expire in the coming days and will only apply to the project’s rules. “You can find a way to increase the tariff year by year, until you reach a value that meets the government’s needs”, explained the rapporteur.
At another point, the sports betting MP determines a charge of 30% of Individual Income Tax on prizes won. Deputy Adolfo Viana states, however, that the same player can win different prizes throughout the month, even if they are of low value.
“It’s an amount similar to those charged in lottery shops, but you don’t win in lottery bets every day”, justified Viana.
The Federal Government had still defined an initial grant, such as an authorization fee for the operation, in the region of R$ 30 million. According to Viana, this amount can be changed in the project, as well as the distribution of revenue to ministries.
The current text provides that the money raised will be divided as follows:
- 10% will be allocated to Social Security;
- 3% for the Ministry of Sport;
- 2.55% will be allocated to the National Public Security Fund (FNSP);
- 1.63% for sports clubs;
- 0.82% for basic education.
This Tuesday, the 5th, party leaders and the rapporteur should meet to present suggestions for modifications to the sports betting taxation bill.
