The Sooretama City Council (ES) has received a bill authorizing the creation of a lottery service in the municipality. The bill, submitted by Mayor Fernando Camiletti (Republicans), It has been under consideration in the Chamber since August 1st. However, there is still no date set for a plenary vote.
According to the proposal, the mayor highlights the experiences of other municipal lotteries. “Not only have they become an important tool for addressing fiscal challenges, but they have also promoted local development in various areas, such as health, education, and infrastructure,” the text states.
However, according to information from the newspaper A Gazeta, the president explained that the idea behind the initiative is to regulate what occurs “irregularly” in the city.

“Here in the city, there are establishments that offer this type of service without regulation. So, we thought about offering the same services, but provided directly by the city lottery,” says the mayor.
Lottery will serve as a source of revenue for the municipality
According to the bill currently under consideration in the Chamber of Deputies, the public lottery service will be operated directly by the Executive Branch or through accreditation, concessions, public-private partnerships, or service contracts. All of this will be carried out through bidding processes, with consortiums of companies permitted.
The proposal also outlines where the funds raised through the Sooretama lottery will go. According to the bill, the funds raised through the initiative will be allocated to the following purposes:
- I – to the payment of prizes, to the collection of income tax on the prizes and to the coverage of operating and maintenance expenses for the municipal lottery;
- II – to the financing of actions, projects and provision of funding resources in the areas of social assistance and development, culture, education, human rights, tourism, sports, culture, health and public safety.
The project also provides for the adoption of security systems to protect against fraud and tampering with bets. This role will fall to the Municipal Department of Taxes and Revenue to regulate these services.
STF release present in the justification for the Sooretama lottery
The justification for the bill to create a municipal lottery includes two Fundamental Precept Non-Compliance Claims (ADPFs). Both are pending before the Federal Supreme Court (STF) and assert the constitutionality of lottery betting by states and municipalities.
However, ADPF 1212, an injunction filed by the Solidariedade party in March of this year, requests a precautionary measure against laws that authorize municipal lotteries, raffle systems or betting systems.
