The mayor of Olho d’Água do Casado (AL), Carlos Alberto Bezerra da Silva, signed the decree regulating the structure and operation of the municipality’s lottery. The decree was published in the Official Gazette on Tuesday (12). The local lottery already has a name: LotoCasado.
The text complements Law No. 118/2024, which had already established the service, and Law No. 131/2025, which defined the minimum rate of the Tax on Services of Any Nature (ISSQN) for the activity.
According to the decree, LotoCasado may be operated directly by the municipality or indirectly, but only through concession, permission, or accreditation, and in compliance with the modalities provided for in federal legislation.
The Municipal Management Committee will be responsible for management and oversight, as well as approving game plans and regulating modalities. Furthermore, the Committee’s role is to authorize products, define participation rules, ensure anti-gambling practices, and oversee operations.
Passive lotteries, in which the bettor purchases a pre-numbered ticket, either physical or virtual, are among the available options. In addition to numerical and sports predictions, instant results, and fixed odds, these options also offer.
Revenue from LotoCasado should go to social projects
According to the decree, revenues from LotoCasado will be used to pay prizes and cover operating costs. After these deductions, the proceeds will be used to finance social programs in the areas of health, housing, sports, culture, and tourism.
The regulation governing the municipal lottery also establishes rules for brand licensing, partnerships with public agencies, operator oversight, and the application of penalties, such as warnings, fines, suspensions, and revocations of authorization.
The sale and participation of minors under 18 and legally incapacitated individuals is prohibited. The text comes into effect on the date of its publication.
Olho d’Água do Casado is not the only city in the interior of Alagoas to enact a law to operate a lottery. In July of this year, the Piaçabuçu city government approved Municipal Law 603/2025, which establishes the city’s public Municipal Lottery service, Lotepi.
