The president of the Rio de Janeiro State Lottery (Loterj), Hazenclever Lopes Cançado, announced that the rules for operating Video Lottery Terminals (VLTs) in the state will be released soon. Rio de Janeiro has the potential to become the world’s largest market for these devices.
This week, Loterj met with executives from WA.Technology, an Italian holding company that offers technology solutions for the gaming industry. The meeting focused on the control and monitoring of VLTs.

During the meeting, WA.Technology presented the technical specifications of its platform, which provides continuous monitoring of equipment.
Furthermore, it allows adaptation to different architectures, in addition to including real-time control and effective tools to combat money laundering, gambling addiction, and other irregularities.

Loterj reinforces commitment to transparency and control
Hazenclever Lopes Cançado highlighted that the rules are in the final phase. “In the coming days, we will release clear and secure rules for VLTs, which will guarantee full control, player protection, and the return of resources to society.
Rio has real potential to lead this global market. Loterj will act with integrity, innovation, and responsibility, without improvisation or loopholes.”
Fabíola Esteves reaffirmed Loterj’s commitment to a regulatory model aligned with international best practices. “Technology is an ally of transparency, security, and social responsibility. We are building an ethical and sustainable sector.”
Waldir Marques Júnior highlighted Loterj’s pioneering role on the national stage: “While the Union creates insecurity, Loterj acts coherently, focused on the social return of game revenue.”
According to Loterj, the entity reaffirms its technical and institutional leadership. With the impending regulation, it positions Rio de Janeiro as a global hub for opportunities in the legal and innovative gaming market.
