The Health Committee of the Chamber of Deputies recently approved a bill that adds the Brazilian Charitable Rehabilitation Association (ABBR) and the Sarah Network of Rehabilitation Hospitals to the list of civil society organizations that benefit once a year from the federal government’s net income from a Loteca (sports predictions lottery) competition.
Currently, the following entities benefit:
- National Federation of Associations of Parents and Friends of Exceptional People (Fenapaes);
- Brazilian Red Cross; and
- National Federation of Pestalozzi Associations (Fenapestalozzi).
On the recommendation of the rapporteur, Congressman Vermelho (PP-PR), Senate Bill 3071/19 was approved with an amendment to include the Sarah Network of Rehabilitation Hospitals among the beneficiaries.
This is because the original project, authored by Senator Flávio Bolsonaro (PL-RJ), provides for the inclusion of only ABBR.
“Given the magnitude of this proposal, I believe it is appropriate to present a rapporteur’s amendment to add Rede Sarah to the list of beneficiaries. This institution represents hospitality, knowledge, and the provision of excellent services,” said Representative Vermelho.
Sarah Network
The Sarah Network of Rehabilitation Hospitals was founded in Brasília in 1960 by President Juscelino Kubitschek. It currently offers excellent rehabilitation services in the federal capital and seven other Brazilian capitals.
The cities are as follows: São Luís, Salvador, Belo Horizonte, Fortaleza, Macapá, Rio de Janeiro and Belém).
Next steps of the project that changes the Loteca distribution
Thus, the approved text amends Law 13,756/18, which determines rules for the division of lottery revenue in the country.
Thus, the proposal will still be analyzed, on a conclusive basis, by the Finance and Taxation Committees and the Constitution and Justice and Citizenship Committee.
Therefore, to become law, the text that modifies the distribution of Loteca needs to be approved by the Chamber of Deputies and the Federal Senate.
