Senate Committee invites Finance Minister to explain supervision and regulation of betting

The Senate‘s Human Rights Commission (CDH) approved this Wednesday (10) an invitation to the Minister of Finance, Dario Durigan, to provide clarifications on the policy for authorization, regulation and supervision of fixed-odd bets, known as bets.

The request came from senator Eduardo Girão (Novo-CE). Initially, he requested the minister to be summoned. However, following a suggestion from the president of the commission, Damares Alves (Republicanos-DF), the request was transformed into an invitation.

According to Girão, the growth of online betting has raised concerns related to debt, the protection of vulnerable groups and the social impacts of the activity.

What topics will be at the center of the debate

The hearing is expected to discuss different aspects of regulation and supervision of the betting market. Among the topics covered are the criteria adopted by the Ministry of Finance to authorize operators.

Furthermore, parliamentarians intend to debate the monitoring of platform advertising and measures to prevent gambling disorder.

The disorder is characterized by compulsive gambling and betting behavior. When justifying the request, Girão defended a broader debate on the social effects of the activity.

The phenomenon of gambling disorder, pathological debt, compulsion to gamble and psychological suffering associated with successive financial losses requires serious, responsible and transparent institutional treatment”, he stated.

Furthermore, the senator questioned the secrecy applied to certain administrative processes involving companies in the sector. In this way, he defends greater transparency in government actions related to betting.

Why the Prizes and Bets secretary was also invited

The commission also approved another request presented by Girão. The text invites the Secretary of Prizes and Bets of the Ministry of Finance, Daniele Correa Cardoso.

The objective is to complement the clarifications on the regulation and supervision of online betting in the country.

According to the parliamentarian, the secretary’s participation could deepen discussions about the performance of the area responsible for monitoring the sector.

What else did the committee analyze at the meeting

During the same session, the CDH approved requests related to the National Social Security Institute (INSS). One of the requests invites the Minister of Social Security, Wolney Queiroz, to explain the decision that reestablished the effects of Technical Cooperation Agreement No. 2/2022 between the INSS and the National Confederation of Rural Workers and Family Farmers (Contag).

Furthermore, the senators approved a request to hear the president of the INSS, Ana Cristina Viana Silveira, on the same subject.

According to Girão, clarifications are necessary in light of investigations into undue discounts in social security benefits. Furthermore, the senator cited the possible impacts on retirees, pensioners and other insured people.

What other themes received approval from the CDH

The commission also authorized the holding of a public hearing and an external investigation to discuss the construction of the Memorial dos Lanceiros Negros, in Pinheiro Machado (RS).

The proposal came from senator Paulo Paim (PT-RS). The Black Lancers played an important role in the Farroupilha Revolution, a conflict that took place between 1835 and 1845 in Rio Grande do Sul.

When justifying the request, Paim stated: “The ratification of the Brazilian State’s commitment to promoting racial equality and the recognition of the timeless struggle and resistance of men, women, black movements, committed to not erasing such a shameful chapter in Gaucho history.”

Finally, the commission approved a public hearing proposed by Damares Alves to discuss the memory of the Gypsy Holocaust (Romani Holocaust).

Furthermore, the debate should address combating anti-Gypsyism, anti-Semitism, ethnic persecution and intolerance. The proposal also foresees discussions on initiatives aimed at preserving the historical memory of these groups.
