This Tuesday, the 14th, the Sports Committee of the Chamber of Deputies will promote a public hearing with representatives of 11 football teams affected by the changes in the requirements for transferring funds obtained from the Timemania lottery.
The hearing will take place in plenary 4 of annex 2, starting at 4 pm, and can be watched in a virtual and interactive way by e-Democracy.
According to Portal Pelo Mundo DF, the meeting should also count on the presence of Diego Ferreira Tonietti (Chief of Cabinet of the Special Secretariat for Sport of the Ministry of Citizenship), Ronaldo Lima dos Santos (National Secretary of Football and Defense of Fans’ Rights, Ministry of Citizenship) and Maria Thereza Assunção (National Manager of Lottery Products at Caixa Econômica Federal).
According to the government, Decree 10.941/22 modified the rules to make Timemania increasingly attractive to betting fans and football teams. However, 11 teams no longer have these values: Rio Branco (AC), Ypiranga (AP), Rio Negro (AM), Gama (DF), Rio Branco (ES), Mixto (MT), Operário (MS), River (PI), Ji Paraná (RO), Sergipe (SE) and Palmas (TO).
Deputy Fábio Henrique (União-SE), who asked for the hearing to be held, supports the approval of the Legislative Decree Project (PDL) 54/22 to stop the decree. “It mortally wounds constitutional rights such as acquired rights and legal certainty. It brought losses to 11 teams with the highest titles in the states that were left out of the criteria for participation”, stressed the deputy.
Rules of Timemania
Previous Timemania rules ensured that the teams with the most state titles from each federative unit followed in the lottery. With the decree, 11% of the amounts collected from bets will be shared equally between teams in the A, B, C series and professional football teams qualified in the ranking of the Brazilian Football Confederation (CBF), until the number of 80 entities is reached. football players that appear on the betting slip.
Before that, the 80 teams were fixed and the division yielded more for the teams of the first national division. Another 11% of the funds raised will be allocated to teams according to the proportion of bets indicated as “Team of the Heart” in each contest. Before, it was 2%. Therefore, the fan, when betting and indicating the team of his choice, helps his team more.
