On Thursday (24), Governor João Doria authorized the opening of a bid to grant the State Social Lottery to the private sector. The notice should be published this Friday (25).

This State initiative is expected to generate more jobs and raise more resources fully directed to social programs.

Some companies have already shown great interest in the growth potential of a sector in which high competitiveness is capable of generating great gains for the State and also for the future concessionaire.

This concession will facilitate the exploration of fixed-odds and specific, sports, numerical, instantaneous and passive betting modalities (model in which the bettor purchases the ticket already numbered), through the development of products that must be marketed in a physical and digital.

If other modalities are created, they may be included in the text of the concession contract upon approval by the State. The decree defines the installation of a dedicated physical point of sale especially for the city of São Paulo.

The importance of a state lottery

The STF (Federal Supreme Court) was the one who made the creation of state lotteries possible after deciding, in September 2020, that the activity cannot be a federal monopoly.

Law No. 17,386, enacted by Governor João Doria in July 2021, allows the State of São Paulo to explore the opportunities of a state lottery to generate jobs, income and new forms of collection.

After the sanction, the bill is forwarded by the Secretary of the Civil House for approval by the Alesp (Legislative Assembly of the State of São Paulo).

The lottery bidding will be in the international competition mode for the public service concession. With several companies already interested in the process. The signature of the winning concessionaire is expected to take place in the first half of 2022.

After this contract is signed, the concessionaire must submit plans for approval by the granting authority, which includes the management and operation plan, compliance plan and responsible gaming plan, in addition to the first game plan. It must also obtain the certifications required in the public notice by laboratories accredited by the granting authority.
