Governor vetoes amendment that would have banned sports betting and casinos in the Acre State Lottery

Governor Gladson Cameli (Progressistas — PP) vetoed an amendment by state representative Eduardo Ribeiro (Partido Social Democrático — PSD) to the bill that creates the Acre State Lottery. The proposal prohibited the operation of so-called “bets” and similar forms of gambling to casinos.

The veto was published in an extra edition of the State Official Gazette (DOE) last Wednesday (21). In addition, the amendment dealt with the operation of these modalities within the scope of the State Lottery.

Why did the government veto the ban on online betting and gambling?

In the amendment, the legislator stipulated a ban, within the scope of the Acre State Lottery, on the exploitation, authorization, accreditation, intermediation, promotion, dissemination, or any form of operation of fixed-odds betting, electronic or virtual games known as “tigrinho,” casinos, as well as any similar modalities.

However, in the partial veto, the governor stated that he consulted the State Finance Secretariat (Sefaz) and received clarification that the amendment prohibited the operation of the fixed-odds betting lottery modality, both in bets on real and virtual events.

The veto text also described the fixed-odds betting modality as a form of lottery in which the prize amount is predetermined at the time of the bet, conditional on the correct prediction (result).

Thus, in another passage, Gladson Camelí argued that the operation of fixed-odds betting is already regulated nationally, highlighting the Union’s determination that the operation should take place throughout Brazilian territory, in accordance with federal regulations, including Ordinance SPA/MF No. 827, of May 21, 2024.

The veto highlighted that this type of betting is already being used in Acre by operators authorized by the Federal Government, and that the bet.br extension is for the exclusive use of these operators, according to the rules of the Secretariat of Prizes and Bets and Normative Instruction SP/MF No. 11, of November 4, 2024.

Regarding the ban on casinos, the veto stated that there is currently no federal regulation governing their operation, and highlighted that the bill on the subject is still being processed in the Federal Senate. On the other hand, the governor pointed to the existence of federal legislation aimed at protecting vulnerable populations.

What does the veto record regarding protection and legal disputes?

The governor cited regulations that prohibit the use of funds from the Bolsa Família Program and the Continuous Benefit Payment for gambling, according to Ordinance SPA/MF No. 2,217, of September 30, 2025. He also mentioned the restrictions foreseen for people diagnosed with gambling addiction, under the terms of Article 26 of Federal Law No. 14,790, of 2023.

The veto text also mentioned the existence of Direct Action of Unconstitutionality No. 7721, pending before the Supreme Federal Court, which questions the regulatory framework for fixed-odds betting in the country.

Finally, the veto consolidated these points by addressing national regulation, the absence of federal regulations for casinos, and federal measures to protect vulnerable populations.
