The government of São Paulo signed the concession contract for the São Paulo lottery with the SP Loterias Consortium, the second-place winner in the auction held in November 2024. The document was published in the Official Gazette on Monday night, the 5th, and formalized the new stage of the process.
The signing took place after the disqualification of the Aposta Vencedora consortium, which failed to pay the fixed grant. This requirement is a mandatory condition for taking over the operation of the state lottery service.
Why is the São Paulo government proceeding with the second-place bidder in the auction?
The São Paulo state government made this decision because the initially winning consortium failed to fulfill the financial obligations stipulated in the tender. Furthermore, the lack of payment makes it impossible to formalize the contract within the established deadlines.
Therefore, the State called upon the SP Loterias Consortium, which came in second place in the auction. Thus, the process continues according to the established rules, maintaining the structure defined for the concession of the lotteries.
Allocation of fixed grant funds
With the new contract, the State is expected to receive R$ 560 million in fixed grant fees. This amount will be allocated to the construction of two state hospitals, located in the municipalities of Birigui and Itapetininga.
Therefore, the resources from the concession will directly finance the expansion of the public health network. At the same time, the concession preserves the economic model established in the original project.
Institutional evaluation of the concession
The contract structure aims to guarantee predictable revenue for the São Paulo state government. In this sense, the concession is integrated into the state’s financial planning.
Edgard Benozatti states: “This concession creates a stable and continuous source of revenue for the State.” The executive heads the Companhia Paulista de Parcerias, linked to the Secretariat of Investment Partnerships (SPI), which is responsible for structuring the project.
Finally, the publication of the contract in the Official Gazette consolidates the concession of the lotteries after the 2024 auction, fully respecting the conditions stipulated in the bidding process.
