Governor Gladson Cameli submitted a bill to the Legislative Assembly of Acre (Aleac) this Tuesday (16). The proposal creates the Acre State Lottery Service. According to the state government, this service represents a legitimate instrument for raising public funds.
The measure follows current federal legislation and the jurisprudence of the Supreme Federal Court (STF). Therefore, the text allows the State to operate lottery modalities authorized nationally.
According to the government message sent to members of parliament, the service aims to expand funding for relevant public policies. The project primarily benefits the areas of social security, housing, food security, culture, leisure, tourism, and social development.
The operation of lottery activities must be conducted with social responsibility and transparency. Furthermore, state oversight will observe the principles of preventing money laundering and the financing of terrorism.
What guidelines does the project establish for the sector?
The bill defines guidelines for the organization, operation, and oversight of the state lottery service. The legislation ensures the protection of bettors and imposes duties on operators.
In this regard, the proposal calls for the adoption of responsible gaming practices. The text also provides for measures to prevent money laundering and the financing of terrorism.
These actions are carried out in accordance with federal legislation. As a result, the initiative strengthens the State’s role in regulating and controlling this economic activity.
Governor Gladson Cameli declared: “Thus, the intention is to generate non-tax revenues for the State, to be applied primarily to socially relevant public policies and the promotion of fiscal justice, contributing to the strengthening of public finances without burdening the State Treasury, and curbing the operation of the so-called gray market, currently carried out without regulatory parameters, without adequate consumer protection and without state control.
Furthermore, the measure is expected to have a positive potential impact on the local economy, considering the need for infrastructure, technology, and labor to operate the service, stimulating the creation of direct and indirect jobs and attracting private investment.
