The Official Gazette of the Union (DOU) this Tuesday (22) brings news for the betting sector in Brazil. This is the extension of the duration of the Intersecretarial Group called GTI-Bets until September of this year.
The ordinance (RFB/SPA/MF nº 13/2025) published in today’s DOU is a joint process between the Ministry of Finance’s Prizes and Bets Secretariat (SPA/MF) and the Federal Revenue Service.
The Ordinance, first published in the Official Gazette of January 8th, established the creation of a working group, the GTI-Bets. Initially, the projected duration was six months. However, the ordinance itself provides for the possibility of extending this period, which was indeed the case. The GTI-Bets aims to monitor the behavior of the gaming and betting sector.
About the work of GTI-Bets
Composed of three members appointed by the Brazilian Federal Revenue Service’s Inspection Sub-Secretariat (RFB/Sufis), the RFB’s General Coordination of Research and Investigation (Copei) and the Prizes and Betting Secretariat, the GTI-Bets group is responsible for monitoring the tax regularity of the gaming and betting sector in Brazil.
Furthermore, it monitors the authorization requirements of companies authorized to operate in the country. It’s worth noting that the regulated market in the country began on January 1, 2025.
Therefore, the group’s role is to help identify potential illegal activities by companies not authorized to operate in Brazil, thereby preventing companies that may be involved in money laundering and other crimes.
GTI-Bets also aims to develop a proposal for a compliance program to regularize tax obligations for companies that operated prior to any authorization. It also aims to create and maintain a dedicated communication channel.
In this process, information must be shared between the actions of each responsible body, helping to inform the RFB’s repressive inspection work.

JOINT ORDER RFB/SPA No. 13, OF JULY 18, 2025
Extends the term of the Intersecretarial Group entitled GTI-Bets, established by Joint Ordinance RFB/SPA No. 3, of January 6, 2025.
THE SPECIAL SECRETARY OF THE BRAZILIAN FEDERAL REVENUE AND THE SECRETARY OF PRIZES AND BETS OF THE MINISTRY OF TREASURY, considering their statutory attributions and the Joint Ordinance RFB/SPA No. 3, of January 6, 2025, published in the Official Gazette of the Union on January 8, 2025, resolves:
Art. 1 Joint Ordinance RFB/SPA No. 3, of January 6, 2025, shall come into force with the following changes:
“Art. 3º ……………………………………………………………………………………
Sole paragraph. The duration of GTI-Bets is extended until September 2025.
Art. 2 This Joint Ordinance shall come into force on the date of its publication in the Official Gazette of the Union.
