The Ministry of Management and Innovation in Public Services and the Ministry of Treasury signed a new Technical Cooperation Agreement that formalizes the creation and development of the Betting Management System (SIGAP).
The objective is to promote the digital transformation of the federal administration in the fixed-odds betting sector. The initiative was published in the Official Gazette of the Union in the July 2, 2025 edition, in Section 3, page 76.
According to the agreement, the project focuses on modernizing the SIGAP system and developing a technological solution aimed at regulating, authorizing, monitoring and applying sanctions to operators operating in this segment.
The legal basis that underpins this initiative includes Law No. 13,756/2018 and Law No. 14,790/2023, in addition to the regulations issued by the Prizes and Betting Secretariat.
The measure seeks to ensure greater control, security and efficiency in the management of a sector that has been gaining economic relevance in recent years.
Despite the magnitude of the project, the agreement establishes that there will be no direct financial transfer between the two ministries.
Necessary expenses — such as personnel, travel and communication — will be covered by each agency’s own resources. The collaboration model will be based on mutual cooperation, without any type of remuneration for the services provided between the parties involved.
Agreement between ministries for improvements to SIGAP
Technical Cooperation Agreement No. 81/2025 was signed on June 30, 2025 and will be valid for 18 months.

EXTRACT OF TECHNICAL COOPERATION AGREEMENT NO. 81/2025
a) Type: Technical Cooperation Agreement No. 81/2025, entered into by the Ministry of Management and Innovation in Public Services, through its Executive Secretariat, and the Ministry of Finance, through its Executive Secretariat, for the execution of the Digital Transformation Project “SIGAP Betting Management System”, in accordance with the specifications established in the Work Plan.
b) Process: SEI-MGI no. 19995.03954/2025-11.
c) Subject: The subject of Technical Cooperation Agreement No. 81/2025 is the evolution of the technological solution that enables the regulatory body to carry out regulatory, authorization, inspection and sanctioning actions for fixed-odds betting operators based on Law No. 13,756, of December 12, 2018, and Law No. 14,790, of December 29, 2023, and in accordance with regulations issued by the Prizes and Betting Secretariat, according to specifications established in the Work Plan.
d) Legal basis: Law No. 14,133, of April 1, 2021; Decree No. 12,198, of September 24, 2024; SGD/ME Ordinance No. 2,496, of March 2, 2021; SEGES/MGI Ordinance No. 1,605, of March 14, 2024.
e) Budgetary and asset resources: There will be no voluntary transfer of financial resources between the participants for the execution of the Technical Cooperation Agreement. The expenses necessary for the full achievement of the agreed purpose, such as: personnel, travel, communication between the agencies and others that may be necessary, will be covered by the specific allocations contained in the participants’ budgets. The services resulting from the agreement will be provided on a mutual cooperation basis, and the participants will not be entitled to any remuneration for them.
f) Term of validity: The Technical Cooperation Agreement will be valid for 18 (eighteen) months from the date of its signature.
