The Chamber of Deputies approved, on Monday night (16), by 346 votes to 97, the urgency for the processing of the legislative decree project (PDL) 314/2025 that suspends the effects of the government decree that changes the rules of the Tax on Financial Transactions (IOF).
The urgency was approved, but the vote on the merits of the text of the decree, which should take place this week, was not defined.
The request for urgency was presented by deputy Zucco (PL-RS), shortly after the publication of the rule by the government last week.
When announcing that he would put the proposal to a vote, the president of the House, deputy Hugo Motta (Republicanos-PB), said that the mood in the House was against the IOF decree.
“The climate in the Chamber is not favorable to increasing taxes with the aim of raising revenue to solve our fiscal problems,” said Motta.
In addition to betting, provisional measure impacts other sectors
The amendments modified a previous decree that also dealt with IOF rules. Among the measures proposed by the government are:
- Increase in taxation on online betting, so-called bets, from 12% to 18%;
- for fintechs, the Social Contribution on Net Income (CSLL) rate increased from 9% to 15%, equaling that of traditional banks;
- the taxation of Real Estate Credit Letters (LCI) and Agribusiness Credit Letters (LCA), securities that are currently exempt from Income Tax.
The decree is part of measures drawn up by the Ministry of Treasury, together with a Provisional Measure (MP) to reinforce government revenues and meet the fiscal framework targets.
The leader of the PT-PCdoB and PV federation, Lindbergh Farias (PT-RJ), criticized the opposition. “The worker at the frontline does not suffer from these measures. It is a measure that affects the upper floor,” he criticized.
The author of the request for urgency, Congressman Zucco, defended the vote with the argument of the government’s high spending on travel and daily allowances. “It’s R$7 billion,” he said without presenting any data.
Deputy Alex Manente (Cidadania-SP) also defended the urgency of processing the project that overturns the government decree.
“Our country can no longer bear to see the federal government that, instead of seeking alternatives to review the cost of its public sector, increases taxes all the time,” he said.
Speaker of the House speaks in message sent to the government
The Speaker of the Chamber, Hugo Motta, stated that the vote on the request for urgency of the Legislative Decree Project (PDL) 314/25, which suspends the increase in the IOF, will be a message to the government about the feelings of the parliamentarians.
According to Motta, there is an exhaustion among deputies of measures that seek to increase revenue only by taking into account tax increases, and not spending cuts.
“The government is understanding this message. It will be symbolic of the sentiment of the House and we will await the next steps. The House will continue to defend what is best for Brazil,” said Motta.
