The Commercial Promotions Control System (SCPC) has a new feature. Now you can check more information about promotions, both authorized and those under analysis. Information is from the Prizes and Bets Secretariat of the Ministry of Treasury (SPA-MF). This new possibility of consultation will make the process more transparent for society.
Commercial promotions is the name given to the free distribution of prizes as advertising, and has rules defined by Law 5,768/1971. These are the actions that companies selling goods or services take to increase their sales. Promotions and announcement of special prizes, in the case of bookmakers.
In addition, those raffles held by philanthropic entities. These are raffles of goods received as donations and whose proceeds from ticket sales are used to cover the entity’s operating expenses.
According to the law, it is the responsibility of the federal government to authorize and monitor commercial promotions in Brazil. Since its creation in January 2024, the SPA has been responsible for this work.
SCPC has been on since 2019
Since before that, in 2019, the authorization processes for commercial promotions were already available through the SCPC. Public queries carried out through the SCPC website returned only a limited set of data and all displayed in HTML format.
From now on, a broader set of public data on commercial promotions will be displayed. In addition, the functionality to extract this data in CSV format or to connect via Application Programming Interface (API) is now available.
This measure aims to facilitate data consultation and processing, either to increase the social transparency of information or to enable companies operating in the market to carry out more accurate assessments of business opportunities.
Consultation via the website, without data export and with access to the regulations in PDF format, will remain active.
