The Sports Committee of the Chamber of Deputies approved a proposal that redistributes the resources raised by numerical prediction lotteries, such as Quina, Mega-Sena and Lotomania.

The proposal allocates part of these resources to the Brazilian Master Sports Committee (CBEM), the Brazilian Confederation of Deaf Sports (CBDS) and the Brazilian Sports Union.

The percentage of lottery revenue allocated to the Ministry of Sports will fall from 2.49% to 2.39%, according to the approved text. This way, 0.05% of the resources will go to CBEM, while CBDS and União dos Esportes Brasileiros will receive 0.01% each.

Therefore, the new resources will be applied exclusively and entirely to sport and human resources training. In addition, in technical preparation, transporting athletes, participating in sporting events and covering administrative expenses, as required by the approved text.

Rapporteur’s opinion on lotteries

Deputy Luiz Lima (PL-RJ), rapporteur of the proposal, presented a favorable opinion, replacing Bill 1920/19, authored by Deputy Beto Pereira (PSDB-MS). According to Lima, the main idea of ​​the project is to increase the volume of resources transferred to the state Sports departments.

Thus, it is already being debated in discussions about the fixed-odd lottery, known as sports betting or “bets”. Lima also accepted excerpts from other attached bills (PLs 5246/20, 2937/19 and 4205/19).

He defended the “state financing of master sport, fundamental for the promotion of physical activity and healthy aging”, and also valued “the public incentive for the development of sports created by Brazilian men and women and, in the same way, the development of sport for the deaf”.

Next steps

The proposal will now be analyzed by the Finance and Taxation, and Constitution and Justice and Citizenship committees. Furthermore, to become law, the text will need to be approved by the Plenary of the Chamber of Deputies and the Senate.
