According to the Ministry of Treasury , a new plan is underway to crack down on illegal betting. The body will partner with the Central Bank (BC) with the aim of interrupting the financial flow from bank accounts associated with betting.
According to Regis Dudena, Secretary of Prizes and Bets, the idea is to block remittances of payments made via Pix that move large amounts to centralized accounts, both national and international.
Ministry of Treasury wants to block resources from illegal betting
“It is an ongoing idea, from the secretariat, together with the Central Bank, to interrupt Pix payments and prevent unauthorized companies from being able to make financial flows abroad, which should make their economic activity completely unfeasible”, said Dudena.
The secretary explained that the process involves tracking small amounts sent by bettors to a centralized account, which, in turn, sends remittances outside Brazil.
If this financial flow is identified, the receiving account will be blocked. The objective is to prevent the movement of resources to international accounts and, if necessary, also stop transfers to other national accounts.
By next Wednesday (31), the Ministry of Treasury will publish five new ordinances to regulate online betting. The most significant will define the rules for random and fixed-odd games. Regis Dudena highlighted that the regulation will cover Tigrinho’s games, as long as they comply with authorization and transparency requirements.
“As these are more complex games, it is expected that, graphically, before starting to play, the bettor will be able to know in hypotheses A, B, C, D and E, what the results will be”, explained Dudena.
Registration and new domain
Companies interested in obtaining national authorization for online betting can now register on the Ministry of Treasury website and send the necessary documentation. To guarantee authorization by January 1, 2025, the request must be made by August 18. Three companies have already requested authorization: Betano, Rei do Pitaco and Superbet.
Additionally, betting sites will need to operate under a new domain, bet.br, created to control fraud and reduce illegal activity. The government will grant final authorization on December 31st. This way, the sites will be able to go live the next day.
Ministry of Treasury imposes limitations and control
The new regulations will also require companies to monitor gamblers’ playing time and income. Although the ministry has not yet established specific limits, it will have access to daily reports from authorized platforms. In addition, it will be necessary to carry out identity authentication via facial recognition to avoid the use of oranges.
Therefore, the bookmaker will deposit the winnings directly into the bettor’s bank account. In addition, she must make all payments within 2 hours. But if this doesn’t happen, the penalty could be up to the loss of the bookmaker.
Therefore, to protect users, bookmakers must provide proof of a guarantee fund. This fund will be used to reimburse bettors in the event of fraud or any other problem.
Guarantee fund requirements:
- It must be at least R$5 million
- Have at least one Brazilian partner
- Keep 20% of revenue in reais
President Lula has already sanctioned all these conditions. With these measures, the government seeks to guarantee a safer and more transparent environment for online betting in Brazil, combating illegal practices and offering greater protection to bettors.
