Sports betting PM: Ministry of Finance and Civil House try to conclude before the parliamentary recess

The Ministry of Finance and the Civil House are working together to finalize the provisional measure that will regulate sports betting in Brazil. The intention is for the sports betting PM to be edited before the parliamentary recess, which takes place from July 18th to August 1st.

The objective is that this secretariat had enough structure to analyze suspicious behavior in betting, which may point to irregularities, pass on the amounts obtained with taxes and grant fee to their recipients, in addition to defining norms for advertising in the sector and carrying out gambling campaigns. responsible.

Among the main novelties of the PM is the creation of the National Secretariat for Games and Betting (SNJA), subordinated to the Ministry of Finance, which will become the federal body responsible for managing the sector.

Grant fees

The Sports Betting PM determines the charging of a grant fee of BRL 30 million for bookmakers who want to explore the activity in Brazil. These licenses will be valid for five years.

The expectation of the Ministry of Finance is that between 70 and 100 betting platforms are legalized in Brazil, which would raise between BRL 2 billion and BRL 3 billion with grant fees alone, helping to balance the Federal Government’s accounts.

It should be noted that any company that intends to operate in the national territory will need to create a CNPJ in Brazil, have its headquarters in Brazil and have a minimum capital. In this way, the trend is that, in addition to collecting taxes and fees, the sector also generates jobs in the country.

Sports Betting PM and taxes

The betting market will also pay a 15% tax on GGR (gross gaming revenue). That is, bookmakers will be taxed by the collection on bets minus the prizes paid to bettors.

Of this tax, 10% will be passed on to social security, 2.55% will be allocated to the National Public Security Fund (FNSP), 1.63% to Brazilian sports entities by transferring image rights and 0.82% to elementary education and medium, totaling 15%.

The Sports Betting PM includes other fees: Corporate Income Tax and PIS/Cofins.
