São Paulo Lottery: City Hall opens public consultation to hear from the population

The São Paulo City Hall, through the Executive Secretariat for Privatization and Partnerships (SEDP), has opened a public consultation to receive public input. This project launches the concession of public lottery services in the country’s largest city. The São Paulo Lottery contract is valid for 20 years and is expected to raise R$4.48 billion.

According to the notice, the Municipal Social Development Fund (FMD) must receive part of the amount to finance public policies.

According to São Paulo Parcerias (SPP), which is assisting in the implementation of the process, the measure reaffirms the responsible approach of the City of São Paulo in managing its concessions. This ensures legal certainty, process integrity, and a focus on concrete results for the population.

It is worth noting that a virtual meeting about the project was held last Tuesday (15), as part of the public consultation. A road show is scheduled for this Wednesday (16). The objective of these actions is to improve the proposal for exploring the modalities, which include specific, numerical, sports, passive, instant predictions and fixed-odds bets.

How and who can participate

Also according to the São Paulo Lottery announcement, Representatives of civil society, whether individuals or legal entities, may participate in the public consultation. Until July 28th , everyone can submit their contributions. Simply send them to the email address: [email protected].

SEDP received support from São Paulo Parcerias (SPP) in structuring the project. The State Treasury Department will be responsible for overseeing the concession and supervising the services provided.

The São Paulo lottery project

The concession will cover six modalities: numerical predictions, specific predictions, sports predictions, instant lotteries, passive lotteries, and fixed-odds bets. The original project text estimates the total investment to be R$215.7 million, with a minimum fixed grant of R$251 million.

In addition to the resources allocated to the FMD, the concession of the lottery service aims to bring greater security to bettors, through certified products and responsible gaming.

Therefore, the project also establishes clear guidelines for the service’s operation. Furthermore, it is aligned with the Sustainable Development Goals, which aim to eradicate poverty and implement adequate social protection systems.
