The IBJR (Brazilian Institute of Responsible Gaming) states that combating the clandestine betting market will be essential to guarantee the effectiveness of the measures provided for in Desenrola 2.0. According to the entity, strengthening the regulated sector needs to go hand in hand with stricter actions against illegal platforms.
According to the institute, bets placed on licensed platforms represented just 0.46% of consumption by Brazilian families in 2025. The data is part of a study produced by LCA Consultoria.
Furthermore, the survey reinforces that the main factor of debt in Brazilians’ budgets continues to be linked to the high cost of credit. Therefore, the IBJR understands that the impact of regulated betting remains small within family expenses.
The entity also warns of the risks of measures that restrict access to the legal market. According to the institution, this scenario can encourage the migration of users to clandestine platforms, which operate without supervision and without consumer protection mechanisms.
How the illegal market impacts the betting sector
According to the IBJR, the illegal market generates approximately R$40 billion per year in Brazil. In a note, the entity highlights that unlicensed operators can take advantage of possible restrictions to attract more vulnerable consumers.
Concern increases as the World Cup approaches, a period that traditionally sees growth in the volume of sports betting. In this context, the institute warns of the risk of expanding clandestine operations during the tournament.
Also according to the institution, the migration of bettors to illegal platforms can generate significant losses for the country. The estimate points to an impact of up to R$10.8 billion in revenue if part of the consumption is directed to the underground market.
IBJR defends joint action between government and private sector
Still in the official statement, IBJR reinforces that consumer protection depends on coordinated action between public authorities and companies in the regulated sector.
Furthermore, the entity defends public policies aimed at financial education and strengthening responsible gaming practices. The institute also considers a strategic offensive against illegal websites to be necessary.
According to the organization, the objective is to ensure that entertainment takes place exclusively in a safe, transparent environment and supervised by the responsible authorities.
