The Bill that establishes the Public Lottery Service of the State of Rio Grande do Norte (RN) and creates the State Lottery Fund will be sanctioned this Tuesday (24). The announcement was made by Governor Fátima Bezerra.
The sanctioning ceremony will take place in the Governor’s Auditorium in Natal. In addition to her, the State Secretary of Finance, Carlos Eduardo Xavier, will be present at the ceremony.
The proposal, approved this month by the Legislative Assembly, reforms the lottery service in Rio Grande do Norte. In addition, it is based on a decision by the Federal Supreme Court (STF). The ruling allows states and the Federal District to regulate and operate their own lottery services.
The law creates an operating model under the responsibility of the State Finance Department (Sefaz). It also provides that the revenue will be allocated to areas such as public safety, health, housing, science and technology.
The estimated initial investment is R$3 million. The service is expected to generate annual revenue of R$25 million, without creating new taxes.

According to the State Government, the idea is to strengthen public policies with the collections. The proposal follows models adopted in states such as Mato Grosso do Sul and Santa Catarina.
The revenue projection also takes into account the scenarios of neighboring states that already operate the service. Jane Carmen Araújo, executive secretary of Revenue at Sefaz-RN, explained how the Fund’s revenue collection should work.
“The RN State Lottery Fund aims to guarantee revenues from exploration. Thus, whether direct or indirect, they are directed to investments in actions and services related to public safety, affordable housing, science, technology and innovation, social security and for the promotion, structuring and maintenance of the lottery’s own services”.
“These include campaigns to prevent and control gambling addiction, that is, to control pathological gambling disorders. As well as campaigns and actions to disseminate good responsible gaming practices and to guarantee the integrity, fairness and publicity of bets and draws carried out within the State of Rio Grande do Norte,” he explained.
