Caixa Econômica Federal published an announcement in the Official Gazette of the Union on Tuesday (24). The document calls on companies to develop behavioral monitoring technologies for gamblers. The goal is to identify patterns of problematic gambling through advanced computational models.
The institution intends to hire up to two specialized suppliers. They will create a system capable of assigning risk scores to users of federal lotteries. In addition, the measure occurs as Caixa prepares to operate sports betting and online games.
The project follows the guidelines of the Responsible Gaming Program of the World Lottery Association (WLA). Caixa maintains level 3 certification in this international program. Therefore, it demonstrates commitment to governance practices that protect players and minimize potential harm.
The bidding process allows the participation of individuals or legal entities. Interested parties can compete individually or form consortiums. In turn, Public Contracts for Innovative Solutions (CPSI) will be valid for 12 months for development and testing.

Structure of the system proposed by Caixa
The project includes three fundamental elements. Firstly, behavioral monitoring through analysis of betting data. Next, identification of groups with problematic behavior using information from players. Finally, a system of targeted messages to users identified as vulnerable.
Protection regulations require operators to identify risky behavior among customers. In the digital environment, specialized algorithms process large volumes of behavioral data. Consequently, data science and artificial intelligence become essential tools in this process.
The World Lottery Association brings together operators from over 80 countries. Its practices are internationally recognized in the sector. As such, CAIXA Lotteries implement methods that ensure transparency, security and social responsibility.
Technology and monitoring indicators
AI-based systems analyze several risk indicators. These include frequent deposits and patterns in the use of betting tools. They also consider gaming frequency and nighttime activities.
Caixa also has ISO 27001 certification in information security. The bidding process received the number 7081.01.0719.0/2025. The National Centralization of Innovative Competitive Contracts manages the procedure. Additional information can be obtained by email at [email protected].

“Object: Selection of individuals or legal entities, individually or in a consortium, for the execution of up to 2 (two) Public Contracts for Innovative CPSI Solutions, aiming at the development of innovative solutions to resolve the following challenge: Develop processes and computational models, which allow assigning a risk “score” to the bettor based on betting data, player information and their behavior patterns in interactions with the various game modalities of CAIXA Loterias.
