Candidate for governor of Sergipe by the PSD, Fábio Mitidieri, declared that he has a project to create a state lottery. In an interview with Jovem Pan, the candidate stated that the project would serve to increase revenue and transfer more resources to culture, sports and leisure.
According to the project, the ‘Lotese’ and the funds obtained would be managed by the Bank of the State of Sergipe (Banese), without dependence on Caixa Econômica Federal. In addition, the amounts obtained would be divided between the payment of awards and the growth of investment values for the areas of culture, sport and leisure.
“I want to create a state lottery to increase revenue and allocate these resources to public policies to promote sports, encourage culture and leisure. When I was a federal deputy, I was the rapporteur of the bill that defended this autonomy so that each state creates its lottery and can define the destination of resources”, said Mitidieri.
“Today, we already have good examples of states that use this type of collection, such as Ceará, São Paulo and Rio Grande do Sul”, added the PSD candidate.
During the exercise of the position of federal deputy, Mitidieri was the rapporteur of the provisional measure nº 841, of 2018, which defended the autonomy of states to recreate or launch their own lotteries.
In the text, he argued that the prizes of state lotteries should be at least 45% of the revenue and that the rest should be passed on to the promotion of sports, social security and social programs.
State lotteries
From the understanding of the Federal Supreme Court (STF) in 2020, the Federal Government no longer has a monopoly for the exploitation of lottery games. This means that states and municipalities have gained autonomy and legal certainty to operate their own lotteries.
Since the decision of the STF, several municipal and state governments have been mobilizing to relaunch or create their games, as is the case defended by the candidate for governor of Sergipe.
