State government approves the new Rondônia lottery with physical operations and digital platforms

Governor Marcos Rocha took a decisive step for the local economy by sanctioning Complementary Law No. 1,336/2026. With this new measure, the public service of the Rondônia state lottery is formally established.

The legal framework stipulates guidelines for the operation of lottery and betting games in the region, delegating to the Rondônia Delegated Public Services Regulation Agency (Agero) all responsibility for supervision, regulation and operational management.

Approved to modernize fundraising, the new rule revokes old state rules published in the 1980s and 1990s, aligning the state with the most modern and safest practices in the current gaming market.

How the business model and operation will work for interested companies

The legislation makes the way the service is conducted more flexible, allowing the government to act directly or transfer the operation to the private sector through public bidding processes.

In this way, companies that win the concessions will be authorized to explore betting, prediction contests and other lottery products already approved by federal laws.

One of the great differences of the project is the permission for activities to occur broadly, encompassing both physical terminals and digital platforms.

For this to happen, however, operators will need to ensure highly secure, duly approved and certified systems to protect the integrity of each ticket.

Security rules and the destination of resources from the Rondônia state lottery

To operate legally in this new scenario, operators will have to comply with strict compliance requirements.

The text of the law requires the adoption of responsible gaming policies, advanced protection of personal data and active measures to prevent gambling disorder.

Participation in the games is strictly prohibited for anyone under 18 years of age, and the use of secure identification methods is mandatory.

Furthermore, Rondônia state lottery concessionaires must demonstrate financial strength, corporate integrity and apply strict rules against money laundering.

Failure to comply with any of these standards may result in heavy fines, temporary suspension and even the definitive revocation of the operating license.

In the financial and social aspect, the regulation was carefully designed to directly benefit the local population.

The law ensures that up to 10% of the net product collected from operations will form direct revenue for the State.

The remainder of the funds will be used to finance essential public policies.

Sectors such as health, social assistance, public security, tax administration, culture, sport and technology will receive injections of resources from betting.
