The Federal Government is racing against time to design a legislative alternative capable of compensating for the overthrow of “Cide-Bets” by the Chamber of Representatives.
The proposal, which created an Intervention Contribution in the Economic Domain of 15% on transfers from bettors to the platforms, projected an annual collection of R$30 billion.
The amount would directly finance actions to combat organized crime in the country.
How the government intends to recover this billion-dollar revenue
The tax, approved by the Senate in December, fell last week during the vote on the Anti-Gang Bill in the Chamber.
Although it was included in the report by representative Guilherme Derrite (PP-SP), the Progressistas bench itself presented a highlight that excluded taxation from the final text.
Furthermore, parliamentarians rejected the rules for regularizing taxes not paid in the last five years, eliminating the provision for self-declaration to the Federal Revenue Service.
The Minister of Justice, Wellington César Lima e Silva, declared that the Executive did not give up on the revenue.
The strategy now involves supporting a specific bill for the topic or finding other sources that fit into the fiscal framework.
For Lima e Silva, public safety requires a priority that justifies “overcoming some limits”.
Accumulation of fees and retraction of investments in football
The government’s insistence on creating new taxes raises an alarm in the market, which already operates under an increased tax burden.
It is worth remembering that, at the end of 2025, the law was sanctioned that raised the rate on Gross Gaming Revenue (GGR) from 12% to 15%, a maneuver to compensate for the Income Tax exemption.
With the new rate coming into effect in 2026, operators’ profitability suffered an immediate impact.
As a direct reflection of this fiscal tightening scenario, several betting platforms began to review their marketing budgets and stopped renewing sponsorships with clubs in Series A and B of the Brasileirão, signaling a new direction of investment in the sector.
