Regis Dudena leaves the Secretariat of Prizes and Betting and assumes a new position in the Ministry of Treasury

The Ministry of Treasury formalized, this Wednesday (28), the appointment of Regis Anderson Dudena to the position of Secretary of Economic Reforms (SRE). The decision was contained in an ordinance signed by the Minister of State of the Civil House of the Presidency of the Republic and resulted in the dismissal from the position previously held by the manager.

The measure brought an end to Dudena’s tenure as head of the Secretariat for Prizes and Betting at the Ministry of Treasury (SPA-MF), the body responsible for structuring and monitoring the regulated betting market in the country.

During his tenure, the department focused its efforts on regulatory organization, monitoring operations, and combating irregular practices in the sector.

How did Regis Dudena’s appointment to the Secretariat of Economic Reforms come about?

The measure was part of a series of decrees published by the Ministry of Treasury in the Official Gazette. The act appointed Regis Anderson Dudena to the position of Secretary of Economic Reforms, code CCE 1.17, with automatic dismissal from the post he previously held.

The document was based on Article 4 of Decree No. 9,794, of May 14, 2019, which governs appointments to positions of trust in the federal public administration.

Thus, the change consolidated an internal transition within the ministry’s structure, keeping Dudena in a strategic position within the department.

What were the main results of SPA-MF under Dudena’s management?

Under the leadership of Regis Dudena, the Secretariat of Prizes and Betting released unprecedented figures for the regulated market. In 2025, authorized sports betting and online gaming companies registered R$ 37 billion in gross revenue, with 12% allocated to legally mandated purposes, excluding prize payouts.

Furthermore, operators collected approximately R$ 2.5 billion in licensing fees. Simultaneously, the sector paid R$ 95.5 million in inspection fees up to December, highlighting the financial size of the regulated market during that period.

n the social field, the ministry launched the Centralized Self-Exclusion Platform, which received more than 217,000 requests in 40 days of operation. The most cited reason, at 37%, involved “loss of control over gambling – mental health”.

Next, 25% indicated an intention to prevent the use of data by betting platforms. The majority of applicants, 73%, opted for an indefinite block.

In terms of oversight, the government blocked more than 25,000 illegal websites in 2025, in a joint operation with the National Telecommunications Agency (Anatel). Meanwhile, the Undersecretariat for Monitoring and Inspection initiated 132 administrative proceedings involving 133 companies, with 80 procedures still in progress.

Regarding the state’s presence in the sector, Regis Dudena stated: “The year 2025 marked the first time that the State was fully present in this market.”

Shortly after, he further explained: “Data was received, which allows for an objective understanding of the sector, in addition to having monitoring tools to track compliance with the established rules.”

Transition scenario and expectations for the Prizes and Betting Secretariat

With Dudena’s departure, the Prizes and Betting Secretariat concluded a cycle marked by institutional consolidation. During this period, 79 authorized companies reported that 25.2 million Brazilians placed bets in 2025, a figure that began to guide regulatory and oversight actions.

When assessing the department’s trajectory, Regis Dudena commented: “Since its creation, the Secretariat has been going through a consistent evolutionary curve.”

Later, Regis Dudena stated: “In 2024, we structured the market rules. In 2025, we advanced in monitoring and oversight, in addition to working intensively to combat illegal activities. In 2026, these activities should continue and develop even further, to guarantee the protection of people and the popular economy.”

Who is emerging as a possible successor to Regis Dudena at SPA-MF?

With the confirmation of Regis Dudena at the SRE (Secretariat of Revenue and Lottery), the Ministry of Treasury began evaluating names to lead the Secretariat of Prizes and Betting. As a result, Daniele Correia Cardoso, previously the deputy secretary of the Secretariat of Prizes and Betting, will assume the position on an interim basis.

The manager was directly involved in the internal organization process of the agency and monitored the implementation of the main regulatory initiatives throughout the last cycle.
