Maine becomes the eighth US state to legalize online casinos

Maine, in the United States, has joined the group of US states that allow regulated online casinos with real money.

The change comes after Governor Janet Mills allowed Bill LD 1164, titled “Act to Create Economic Opportunities for the Wabanaki Nations Through Internet Gaming,” to take effect without her signature. This makes the state the eighth in the United States to legalize this type of operation.

Exclusive model for the Wabanaki Nations

The new legislation grants exclusivity to the Penobscot Nation, Passamaquoddy Band, Aroostook Band of Micmacs, and Houlton Band of Maliseet tribes to operate online casino platforms in Maine. Each tribal nation may partner with only one licensed technology provider. Furthermore, the law sets the annual cost of the license at US$50,000.

According to state law, tribes may begin online casino operations 90 days after the close of the next legislative session. This model reinforces tribal economic sovereignty while centralizing the activity in operators linked to the Wabanaki Nations.

Support, criticism, and regulatory concerns

Commenting on the decision, Governor Janet Mills explained: “I have carefully reviewed this bill and, while I have concerns about the impacts of gambling on public health, I believe this new form of gambling should be regulated.”

The governor also highlights the expectation that the Maine Game Control Unit will establish responsible rules and ensure direct benefits to the tribes.

On the other hand, the measure faces resistance. The National Association Against iGaming (NAAiG) stated that it was “deeply disappointed” by the lack of a veto. According to the organization, the decision ignores public opposition and technical warnings from state regulatory bodies.

Furthermore, the previous month, the Maine Gambling Control Board formally requested a veto of the bill. The board cited, above all, the exclusion of existing land-based casinos in the state as one of the main points of contention.

Nevertheless, with the law in effect, Maine consolidates a new regulatory framework for the online gaming sector, now centered on the leading role of the Wabanaki Nations.
