Receiving forced punishment in games could become a crime in Brazil

Actions that favor the manipulation of bets and results could become a crime in Brazil. This is what is proposed by bill 6.632/2025, which also suggests punishing deliberate manipulation in sports competitions, such as yellow and red cards. Furthermore, it criminalizes initiatives that directly impact the course of the game and the sports betting market.

Filed with the Chamber of Re on December 22, 2025, the proposal is authored by Congressman Coronel Chrisóstomo (PL-RO) and amends the General Sports Law. In its text, the measure creates a specific criminal offense aimed at the practice of manipulating results and actions that influence the match and constitute sports fraud.

In his argument, Representative Colonel Chrisóstomo maintains that “the deliberate manipulation of punishments compromises the credibility of the sport and creates an environment conducive to fraud associated with betting.”

The congressman also argues that “the creation of this criminal offense strengthens prevention mechanisms and aligns the country with international standards for combating sports manipulation.”

According to the legislator, although criminal articles related to the practice already exist in the legislation, the proposal aims to specify the manipulation of bets with separate punishments. This applies to actions that can influence bets and compromise the integrity of the competitions.

Now, the next step for the project is the formal process in the Chamber of Representatives, but this will only happen after the parliamentary recess. It is worth noting that for the text to come into effect, it needs to be approved by both the Chamber and the Senate.

What is the function of the General Sports Law?

The General Sports Law is an important step towards a fairer, safer, and more developed sport in Brazil, although some points still depend on regulation or analysis of presidential vetoes.

This is the new legal framework for Brazilian sports, unifying and modernizing scattered rules, recognizing sport as a fundamental right and a social interest.

Furthermore, it establishes guidelines for the National Sports System (Sinesp), governance, financing, integrity, and the promotion of athletes and entities, aiming for a more democratic, transparent, and inclusive sports environment.
