The Secretariat for Prizes and Betting opens a public consultation to define the regulatory agenda for 2026-2027

The Secretariat of Prizes and Betting (SPA), an agency linked to the Ministry of Treasury, has initiated a public consultation process to develop its Regulatory Agenda for the period 2026-2027. The notice was published this Monday, December 1, 2025, and will remain open for contributions until January 14, 2026.

Participatory process and deadlines

Any citizen or company can participate in the public consultation through the Portal Brasil Participativo. The document, signed by Regis Dudena, Secretary of Prizes and Bets, establishes a 45-day period to receive suggestions from civil society.

As the text explains: “The consultation is based on article 55 of Annex I of Decree No. 11,907/2024, in addition to Laws No. 13,756/2018 and No. 14,790/2023, and article 29 of Decree No. 12,002/2024.”

The SPA technical team will analyze the contributions and release the results on January 30, 2026.

Areas of operation and objectives of SPA

The Prizes and Betting Department is responsible for regulating various types of games and raffles, including:

  • Fixed odds betting
  • Lotteries with numerical, sports, and specific predictions.
  • Competitions promoted by horse racing organizations.
  • Free distribution of prizes as a promotional action.
  • Early collection of popular savings

SPA calls upon all sectors of society – from experts to consumers and activists – to contribute suggestions that will help build a technical, transparent, and safe regulation. The agency reinforces its commitment to dialogue and social participation in the decision-making process.

The SPA technical team will evaluate the proposals after the consultation period ends, following the criteria of article 31 of Decree No. 12,002/2024, and will publish the final results within the established deadline.
