The edition of the Official Gazette of the Union this Tuesday (25) brought the publication of Ordinance AGU 270/2024, from the Attorney General’s Office (AGU), which formalizes the transfer of lawyer Carolina Yumi de Souza to the Secretariat of Awards and Bets from the Ministry of Finance.
She will hold the executive commission position of deputy secretary.
With the transfer, Carolina Yumi de Souza becomes second in the SPA hierarchy, just below incumbent Régis Dudena.

The ordinance confirms the transfer of the Attorney General’s Office to the new agency. Thus, she will start to collaborate with the current secretary Regis Dudena, responsible for implementing the regulation of the sports betting and online gaming market in the national territory.
AGU ORDINANCE No. 270, OF JUNE 24, 2024:
“THE ATTORNEY GENERAL OF THE UNION, in the use of the powers conferred on him by article 4 of Complementary Law nº 73, of February 10, 1993, in view of the provisions of article 93 of Law nº 8,112, of December 11 of 1990, regulated by Decree No. 10,835, of October 14, 2021, by article 7 of Law No. 11,890, of December 24, 2008, by AGU Normative Ordinance No. 136, of May 9, 2024, and considering what contained in Administrative Process No. 00400.001581/2024-70, resolves:
Art. 1º Assign to Union Lawyer CAROLINA YUMI DE SOUZA, Siape registration no. 1425496, to exercise the Executive Commissioned Position of Deputy Secretary, code CCE 1.15, at the Prizes and Bets Secretariat, of the Ministry of Finance.
Art. 2 The completion of the assignment is subject to possession and exercise of the aforementioned role.
Art. 3 The onus for remuneration lies with the Federal Attorney General’s Office.
Art. 4 The provisions of this Ordinance become null and void if the Union Lawyer does not present herself to the transferee body within thirty days.
Art. 5 The Union Lawyer must immediately present herself to the head of the Regional Union Attorney’s Office of the 3rd Region at the end of the assignment.
Art. 6 This Ordinance comes into force on the date of its publication.

Who is Carolina Yumi de Souza?
Carolina Yumi de Souza has a degree in Law from the University of São Paulo and a master’s degree in Administrative Law from the same institution.
She began her career at the Attorney General’s Office, where she worked in several areas, including regulatory and administrative law.
Finally, throughout her career, Carolina has stood out for her leadership abilities and in-depth knowledge of regulatory processes. Thus, she becomes one of the main members of the Betting and Prize Secretariat team.
