Pimenteiras (PI) sanctions law that creates a municipal lottery focused on social investments

Mayor Maria Lúcia de Lacerda (PSD) signed into Law No. 668/2025, which creates the municipal lottery of Pimenteiras, in the state of Piauí. The mayor signed the law on July 17, and the Official Gazette of Piauí City Halls published the text the following day.

The municipality must apply the funds raised to health, education, public safety, social assistance, culture and infrastructure.

Authorization for exploration and inspection

The law authorizes the municipality to operate, directly or through concessions, the lottery games and modalities permitted by federal law. The municipal administration will be responsible for regulating, monitoring, and overseeing the services offered.

Lottery operations may be delegated to specialized companies with concession contracts of up to 30 years, renewable in the event of public interest. Companies will be selected through a competitive bidding process, as established by Federal Law No. 14.133/2021.

The new legislation also levies a 5% ISS (Tax on Services of Any Nature) tax, calculated on the gross revenue of the operation. Furthermore, the municipality may provide the service directly or enter into partnerships with public or private entities, provided it complies with the requirements of the law.

The Municipal Comptroller‘s Office will be responsible for carrying out periodic audits, with the aim of ensuring the legality and transparency in the use of resources obtained from bets.

Deadline for regulation of the Pimenteiras municipal lottery

The City Hall will have 90 days from the law’s publication to regulate the lottery’s operations by decree. The decree has been in effect since July 17th.

Finally, despite the planned investment in essential areas, the creation of the Municipal Lottery requires attention to control mechanisms and the effectiveness of the application of resources.

Therefore, the use of gambling as a source of financing, even if legal, depends on strict supervision and ongoing monitoring by society.
