Federal Police creates specialized group against match-fixing and illegal betting

The Government of Brazil expanded actions to combat the manipulation of sports results and the illegal betting market with the creation of a specialized structure within the Federal Police.

The corporation established the Investigation Group for the Suppression of Manipulation of Sports Results, Betting Fraud and Related Crimes — Base Apostas. The new structure will work on the production of intelligence and the investigation of crimes linked to the sports betting sector.

Among the group’s main tasks are combating illegal gambling, money laundering, corruption of sports agents, financial crimes and criminal associations.

The measure comes amid the global growth of fixed-odds betting and the rise of criminal organizations that attempt to compromise the credibility of sporting competitions.

How the Federal Police Betting Base will work

The ordinance that formalized the creation of Base Apostas defined a highly specialized activity. The group will use advanced investigation techniques, data analysis, financial intelligence and monitoring of digital platforms.

The structure will also have professionals specialized in financial investigation, asset recovery and analysis of the sports betting market.

Another relevant point involves international cooperation. Base Apostas will work together with regulatory bodies, sports entities and authorized operators in Brazil.

The document highlights that the manipulation of results has a transnational nature. In many cases, criminal organizations operate in different countries and use great financial capacity to carry out sports fraud.

In this context, the government understands that integrated actions and exchange of information between institutions will be fundamental to increasing the efficiency of investigations.

In addition to criminal liability, the new structure will also aim to financially target criminal organizations involved in illegal schemes.

In this way, Base Apostas will be able to act in the seizure and kidnapping of assets obtained through illicit activities related to sports betting.

Government reinforces national sports integrity policy

The national secretary of Sports Betting and Economic Development of Sports at the Ministry of Sports, Giovanni Rocco, highlighted the importance of the new structure for protecting Brazilian competitions.

According to Rocco, “Sports integrity is one of the pillars of the sustainable development of Brazilian sport. The strengthening of investigation and intelligence structures demonstrates that the Government of Brazil is prepared to face criminal organizations that try to compromise the credibility of competitions. Protecting the sporting result means protecting athletes, fans, clubs and society’s trust in sport.”

The creation of Base Apostas follows other initiatives implemented by the federal government throughout 2026.

In April, the Ministry of Sports established the National Policy for Preventing and Combating the Manipulation of Sports Results (PNPEMR).

The initiative brings together the Ministry of Sports, the Ministry of Justice and Public Security, the Ministry of Finance and the Federal Police itself.

Among the objectives of the policy are the strengthening of supervision, the exchange of national and international information and the monitoring of data linked to sports competitions.

At the same time, the government intends to expand integration between public security bodies to speed up investigations and combat criminal organizations involved in sports fraud.
