The values moved in the online gaming and betting market in Brazil registered an increase of 32.6% in the second half of 2025 compared to the first half of the year. The movement occurred during the sector’s adaptation to betting regulations in the country.
A survey obtained through the Access to Information Law from the Ministry of Treasury shows that the total bet in the first half of the year reached R$442.8 billion. In the second half of the year, volume reached R$587.2 billion, with an absolute increase of R$144.4 billion in the period.
Leonardo Baptista, CEO and co-founder of Pay4Fun, states: “The drop at the beginning of the year reflects the impact of new legal and operational requirements. Users and operators went through an unprecedented process of adapting to the rules, which affected the volume of bets. With the market more adjusted, the data shows a consistent recovery throughout the second half of the year.”
What explains the growth of the betting market in the second half of 2025
The expansion was recorded in a scenario of reorganization of the betting market in Brazil. In this context, the sector began to operate with clearer rules, including authorization, inspection and tax collection requirements.
Before regulation, the segment operated without effective supervision and did not generate direct returns to public authorities. Subsequently, with the entry into force of the new legislation, the functioning of the market began to follow more defined parameters.
New regulatory environment increased the sector’s visibility
Therefore, the adoption of the new rules also increased visibility into the size and dynamics of the market. Furthermore, the regulatory process began to offer more objective references on the sector’s operation in the country.
Until then, there was no accurate picture of how much the betting segment had grown in recent years, precisely due to the lack of consolidated rules and formal monitoring mechanisms.
