Representatives from the Lottery Operations Center (NOL) of the Paraíba State Lottery (Lotep) participated in the international training session “Supervision and Obligations of APNFD in ALA/CFT Matters.” The event took place from September 29 to October 3 at the UniBC auditorium in Brasília, Federal District.
The course, promoted by the Grupo de Acción Financiera de Latinoamérica (GAFILAT), brought together authorities and experts in preventing and combating money laundering and the financing of terrorism.
Lotep was represented by Christhiny Fernanda Masiero Sanson, senior systems analyst and member of the NOL, and by Jeorgy Vennancio Thomaz Ramalho, president of the NOL and Civil Police Investigator.
During the training, participants learned about practices, guidelines, and case studies related to strengthening supervision of designated non-financial activities and professions (APNFDs).
Thus, the institution includes sectors such as real estate, precious metals trading, law, notary services, gaming, lotteries and casinos.

The course was attended by international names in the sector
The event’s opening was attended by Ricardo Saadi, president of the Financial Activities Control Council (COAF), and Juliana Petribú Gorenstein, COAF’s director of supervision.
Among the speakers were, it is worth highlighting the participation of Gabriela Rodriguez, technician of the Executive Secretariat of GAFILAT, Marta Luengo Garcés, area coordinator of the General Subsection of Inspection and Control of Movements and Capitals.
And Andrés Martínez, an analyst consultant at the Centralized Prevention Body of the General Council of Notaries, shared regional experiences, supervision methodologies, and practical studies on ALA/CFT with the audience.
Lotep’s participation in the training comes shortly after the publication of Ordinance No. 097/2025. The regulation establishes new rules for preventing money laundering and terrorist financing (PLD/FTP) in the state lottery sector. Therefore, the measure reinforces the need for ongoing training and alignment with international best practices in supervision and compliance.
About NOL
The Lottery Operational Center (NOL) was established by Joint Ordinance LOTEP/SESDS No. 001/2025, in accordance with State Law No. 12,703/2023, which regulates Lotep. The organization is the result of an unprecedented partnership between the Paraíba State Lottery, the State Secretariat for Security and Social Defense (SESDS) and the Paraíba Civil Police.
Furthermore, the NOL’s mission is to prevent and combat illicit activities related to lottery activities, including illegal gambling, money laundering, and financial fraud.
Among its duties are:
- Supervise systems and information flows; identify atypical operations;
- Monitor betting platforms and payment methods;
- Analyze the profile of winners and behavior patterns;
- Assess operational, financial and legal risks;
- Cooperate with intelligence agencies.
The initiative also ensures that part of the resources from lottery activity are used to strengthen public policies, including in areas such as public safety, expanding the protection of licensed operators and bettors.
According to Lotep superintendent Francisco Petrônio de Oliveira Rolim, participation in the course reinforces the state’s commitment to transparency. “International training is essential for aligning our practices with global anti-money laundering standards. Lotep, through the NOL, reaffirms its commitment to legality and the protection of Paraíba’s citizens.”
Christhiny Sanson emphasized the role of technology as a pillar in strengthening the sector. “Lotep’s participation in this training represents a fundamental step in strengthening our governance and integrity practices,” she said.
The course content covered everything from the international ALA/CFT (Anti-Asset Laundering and Countering the Financing of Terrorism) framework to practical aspects such as corporate transparency, beneficial ownership, supervision of games and lotteries, sanctioning regimes and applied case studies.
With Lotep’s presence at the training, Paraíba strengthens its leadership in the modernization of state lotteries. This also means building a safer, more legal betting environment aligned with international best compliance practices.
