This week, the Paraná State Lottery (Lottopar) hosted representatives from the Rio Grande do Norte State Finance Department (SEFA/RN). The technical visit focused on sharing experiences on the regulation and operation of lottery activities.
Jane Carmen Carneiro e Araújo, Executive Secretary of Revenue at SEFA/RN, and Jucelly Lima Ivo, Coordinator of the Rio Grande do Norte State Lottery, participated in the institutional event. Over the two days, the Rio Grande do Norte delegation learned about the technical, regulatory, and administrative models used by Lottopar.
Systems integration and best practices
The group also visited a point of sale for digital scratch-off tickets operated via video lottery terminals by authorized operators. The team also observed how the systems of the concessionaires are integrated with the platform contracted by Lottopar. This model ensures control, traceability, and security in the transactions carried out.
Jane Araújo highlighted the benefits of the meeting: “The visit we made to Lottopar provided, in addition to a valuable opportunity to get to know firsthand how the lottery works and is operated.”
Furthermore, it was an extremely enriching experience that will serve as an essential reference for adjusting the operational, regulatory, and governance parameters of the Rio Grande do Norte State Lottery. Currently in the structuring and regulatory phase.

The exchange of knowledge and observed good practices will directly contribute to the development of an efficient, safe and socially responsible model, aligned with the strategic objectives of the State of Rio Grande do Norte.
A crucial partnership to provide transparency and security at this crucial moment and in the next steps toward implementing our state lottery.
Finally, we would like to thank President Daniel Romanowski and his entire team for welcoming us with such openness and attentiveness, demonstrating the best practices adopted by Lottopar.
Jucelly Lima Ivo also highlighted the impact of the visit: “In the study of state lotteries and their regulation, Lottopar was one of the references for SEFA/RN, and experiencing the operations at Lottopar was an opportunity to enrich our knowledge in the structuring and regulation of the Rio Grande do Norte Lottery.”
Lottopar reinforces commitment to national development
Daniel Romanowski, CEO of Lottopar, highlighted the importance of exchanges between states for institutional strengthening: “The model we have built in Paraná is the result of planning, responsibility, and constant dialogue with society and the regulated sector.
Welcoming colleagues from other states, such as Rio Grande do Norte, strengthens this ecosystem and demonstrates that it is possible to build sustainable, innovative lotteries that are committed to the public interest.”

At the end of the visit, Lottopar thanked the SEFA/RN delegation for their presence and reiterated its willingness to share experiences with other states.
