The Ministry of Treasury began a new stage in building federal cooperation in the betting sector. This week, the ministry made available the terms of adherence to the Forum for National Betting Systematization (Sinapo), a mechanism that allows states and the Federal District to formalize participation in institutional coordination.
Furthermore, the initiative seeks to organize the exploration and regulation of lottery modalities in the country. The forum integrates actions conducted by the Secretariat of Prizes and Bets of the Ministry of Treasury (SPA/MF), which coordinates the environment for dialogue between federative entities.
How does joining the Sinapo Forum work?
The forum was created through Ordinance SPA/MF No. 227, published on January 28, 2026. In this sense, the act established a permanent space for technical debates aimed at the regulatory development of the sector.
As established, the Prizes and Betting Secretariat should make the membership form available within 45 days after publication. Therefore, with the release of the document and nomination form on the official portal, states and the Federal District can now formalize participation.
To join, the federative entity must sign the Term of Adhesion and send the corresponding form. Next, a main representative and an alternate must be appointed to take part in the forum’s activities. Furthermore, the process requires the inclusion of institutional contacts for communication with the secretariat.
In this way, formalization guarantees the inclusion of participants in technical discussions and monitoring of actions proposed within the scope of Sinapo.
Objectives and functioning of the forum
Sinapo aims to expand technical cooperation between the Union, states and the Federal District. In this context, the forum encourages the exchange of experiences and the dissemination of good regulatory practices.
On the other hand, the initiative also provides for data integration and the sharing of strategic information. Consequently, participants will be able to develop joint strategies related to public betting policies.
Among the objectives defined, the highlights are improving sector regulation, strengthening legal security and increasing transparency. Furthermore, the forum prioritizes integrity in the exploration of lottery modalities, with a focus on protecting bettors and the popular economy.
The meetings will have a technical nature and will take place regularly, four times a year. Even so, meetings may take place in person, remotely or hybrid, as defined by the secretariat. Subsequently, the schedule will be published after the consolidation of membership and the appointment of representatives.
The necessary documents — Term of Adhesion and Representative Appointment Form — remain available on the Prizes and Betting Secretariat portal. Therefore, interested states and the Federal District must fill them out to complete participation in the forum.
