The SPCVB (São Paulo Convention & Visitors Bureau) held a meeting at the WTC Sheraton Hotel focusing on opportunities for luxury hotels in the current regulatory landscape for gaming, lotteries, and casinos. The event was hosted by Fernando Guinato, the hotel’s director and chairman of the organization’s board.
This event marked a new edition of the Visite SP Luxury Hotels Committee, with Guinato as the opening speaker and a special lecture by Bruno Omori, president of IDT-CEMA. He addressed the topic: “Opportunities for luxury hotels with casinos, sports bars, online gaming, bingo, and lotteries.”
Gaming and casino market expands possibilities for hotels
During the presentation and in the subsequent discussions, representatives of high-end hotel chains highlighted several opportunities related to gaming regulation:
- Creation of luxury sports bars, in partnership with legal online betting and gaming operators, generating new revenue streams through revenue share and increased food and beverage consumption.
- Projected entry of US$70 billion with the possible approval of PL 2234/22, which regulates Integrated Casinos, Tourist Casinos and Bingos.
- Participation of luxury hotels in the adaptation and operation of physical spaces (“land-based”) for games, in addition to strengthening luxury tourism in the country.
- New projects with state and municipal lotteries, with the creation of high-end points of sale in destinations with already approved legislation.
- Possibility of partnerships with international operators with experience in the betting and luxury sectors.
Panels and presentations reinforce strategic vision

In addition to the central theme of games and betting, the event featured other important contributions:
- Toni Sando, executive president of SPCVB, presented actions, campaigns, and the Visite SP calendar, which boosts tourism in the capital.
- Orlando Souza, president of FOHB (Brazilian Hotel Operators Forum), highlighted the evolution of hotel chains over the last 20 years and projected growth and investment trends in the sector.
- Alcides Fagotti Junior, Deputy Secretary of Security for São Paulo, presented the Smart City case study, which already has more than 20,000 cameras for crime prevention and fugitive capture.
- Claudio Ferreira, director of GRU Airport, revealed new investments at Guarulhos Airport, including lounges and luxury services for high-end tourists.
The event concluded with a lunch featuring refined cuisine, which fostered networking among luxury hotel leaders, institutional representatives, and companies in the gaming and tourism sectors.
