The Government of the Federal District (GDF) released the public notice for the Expression of Interest Procedure (PMI) to evaluate the elaboration and operation of the lottery and district games. The document was released in the Official Gazette (DODF).
According to the Special Projects Secretariat, the first phase of the PMI is intended to receive documents from all players, which will have a one-month deadline. After this assessment of the initial content, the authorized companies will have, from the disclosure of the agreement, two months to carry out the work.
“We have to make it clear to the population that it is the studies that will define what is the best way to explore the lottery, whether through a PPP, or a concession, or even a bill. For now, it is an embryonic issue, but soon we will have a detailed project ”, clarified the secretary Roberto Andrade in contact with the Metropoles website.
With the Caixa Econômica Federal, the Federal Government already plays games and lotteries, the amount collected is destined for sectors such as Sports and financing of student programs. As determined by the Federal Supreme Court (STF), the Federal Government has the competence to define the lottery model, but not the exclusivity to explore.
According to Andrade, the states, as well as the Union, lack resources to bear all the costs that make up the public sector, especially in a period of falling revenue and a global health crisis.
“These values can help social assistance entities, the areas of culture, amateur sports, public security, among many others lacking resources”, he quoted.
Early stage of the Federal District lottery
The Expression of Interest Procedure is in an embryonic stage. After receiving the studies and the definition of that model that fits the scenario of the Federal District, the project has yet to be submitted to popular analysis in a public hearing.
Only after this stage, the project will be passed on to the Court of Auditors (TCDF). If adjustments are not made to the proposal, the bidding may proceed normally. Subsequently, the Special Projects Secretariat will send the documents to the public agency responsible for the bidding process, if the system is intended.
Recalling that Rio de Janeiro, Minas Gerias, Paraíba, Pernambuco and Mato Grosso already have state lotteries. State lotteries and the federal lottery emerged in the mid-1940s.
