Under court orders, Anatel accelerates the blocking of bets and pirated websites

In a movement that reflects the tightening of judicial measures across the country, the National Telecommunications Agency (Anatel) recorded an exponential jump in notifications sent to internet providers to restrict undue access.

In the year 2025 alone, the agency passed orders for the suspension of 149 IPs and URLs.

This volume represents an impressive growth of 725% compared to data from 2022, a time when the system processed only 18 requests from the Judiciary.

Currently, the authorities’ top priority and the main targets of these judicial restrictions are clandestine streaming services and betting blocking that continue to operate outside the new federal legislation.

How the agency works to block bets and other irregular pages

Despite leading the notifications, it is important to clarify that Anatel does not have the technical or institutional autonomy to overturn access to a page on its own.

The federal agency therefore acts strictly as an official bridge, operating as an intermediary between court rulings and the companies that provide the internet signal to the population.

Thus, the municipality has already officially declared that it “does not have factual and legal means” to carry out the interruptions in isolation, limiting its role to direct assistance in complying with administrative and judicial requirements.

Due to the imposition of “judicial secrecy” in most cases, the exact details and motivations behind many of these warrants are not disclosed to the public.

What is known is that the entire legal basis for these restriction actions is, of course, anchored in provisions of the Code of Criminal Procedure, the Code of Civil Procedure and the General Telecommunications Law.

Anatel centralizes these orders and passes them on to providers on a national scale, who are obliged to apply them under the strong threat of suffering severe regulatory sanctions.

The strong supervisory advance on betting and audiovisual content

The growing number of restrictions gains even more strength when we observe the direct demands of other strategic government departments.

With the complex mission of regulating the gaming market and curbing the activities of illegal operators, the Prizes and Betting Secretariat (SPA) of the Ministry of Finance has already demanded restrictions that affect more than 44,000 virtual addresses since October 2024.

At the same time, the fight against piracy of audiovisual content also reached a new level of intensity.

The National Cinema Agency (Ancine), which since 2024 has gained the technical prerogative to suspend and revoke the unauthorized exploitation of protected works, requested the takedown of almost 24,000 IPs and pages between the years 2025 and 2026.

This major joint offensive demonstrates a new era of inspection, aiming to clean the Brazilian network of copyright infringements and misdemeanors linked to games.
